Job Summary

This is a highly responsible, technical and skilled position performing supervisory, administrative, and related work in managing personnel, equipment and materials related to the treatment of water. The Assistant Superintendent assists the Superintendent of Water Treatment in directing and coordinating the day-to-day functions and activities of the water treatment facilities by performing the following duties personally or through subordinates. The employee in this position will be required to carry a cell phone for departmental emergencies as well as be able to respond to emergencies as needed throughout the Department of Public Works (24 hours per day 7 days per week, and 365 days per year).


Essential Duties and Responsibilities

  • Serves as the "person in responsible charge" of the City's Water Treatment Plants in the absence of the Superintendent by obtaining and maintaining a Maryland Department of the Environment (MDE) Class T4 Superintendent Certificate. This designation is specified by MDE to identify person(s) at the Water Treatment Plant who make fundamental daily operational decisions.
  • Acquires and maintains knowledge and ensures compliance with standards and regulations set by the Maryland Department of the Environment and Environmental Protection Agency and all of the requirements to maintain compliance.
  • Plans, schedules, and coordinates activities concerned with processing and delivering potable water.
  • Assigns personnel to shifts to operate water treatment plant facilities.
  • Determines action to be taken in event of emergencies such as machine, equipment, or power failure, or need to release dammed water to affect flood control.
  • Reviews and or prepares plans and specifications for new equipment or modification of existing equipment to provide increased operational capacity, safety or efficiency.
  • Performs intermediate level computer work using Microsoft Office applications, such as, MS Word, Excel, Outlook and Access.
  • Supervises preparation, reviews and evaluates water reports, records, logs, and graphs to confirm adequacy and quality of present and projected water needs.
  • Prepares budget estimates based on anticipated material, and personnel needs.
  • Supervises and controls the expenditures of the Water Treatment Plants budget.
  • Supervises the proper assignment, maintenance and repair of the equipment to ensure optimum utilization.
  • Supervises, instructs, trains and ensures compliance with City, Department of Public Works and Water Treatment Plant policies, practices, operating theory and safety regulations.
  • Discusses with subordinates progress of their work, and ensures availability of material for their needs.
  • Establish and maintain effective working relationships with City officials, co-workers, vendors and the general public, as well as employees of utilities and other agencies whose business is related to the production of potable water.
  • Answers telephone and/or communicates information to vendors, other departments, and the general public. Must communicate in a courteous and effective manner.
  • Performs any written evaluations and reviews results with subordinates being evaluated.
  • Performs work in the capacity of an Operator IV during incidents where shift coverage is needed
  • Performs manual work and other duties required in DPW operations, including the ability to work any shift at any time for any amount of time.
  • Operates a vehicle observing legal and defensive driving practices on a regular basis.
  • Performs other duties and special projects as assigned.
  • Maintains payroll, leave records, and authorizes leave requests.
  • Assigns personnel to shifts to operate water treatment plant facilities.
  • Monitors employee compliance with safety policies, ensures that personal protective equipment is available for employees, and assists with completion of accident investigations.
  • Maintains appropriate stock of all chemicals, lab items, and scheduling deliveries.
  • Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

  • Directly supervises the daily activities of employees in the Water Treatment Plants.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing and training employees; planning, assigning, and directing work; developing employees' work schedules, evaluating employee performance; rewarding and disciplining employees; addressing complaints and resolving problems.


Required Qualifications

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED EDUCATION AND/OR EXPERIENCE:

  • Two (2) years of college-level coursework in science, engineering or management leading toward a degree from an accredited institution.
  • Two (2) years of experience with a Class IV Operators certificate or a combination of experience and education that meets the minimum requirements for a Water Treatment Superintendents License as set forth by the State of Maryland Department of the Environment.

REQUIRED CERTIFICATES AND/OR LICENSES:

  • Maryland Class 4 Water Treatment Operator's License.
  • Obtain a Maryland Class IV Water Treatment Superintendent License or ability to obtain in twelve months.
  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • Maryland State Water Sampler's Certification or ability to obtain within three (3) months from date of employment. The employee must maintain the certification for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
  • Ability to effectively write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from elected officials, groups of managers, clients, customers, and the general public.
  • Must be able to lead tours of the water treatment plants clearly explaining the water process in layman's terms.
  • Must possess an intermediate level of computer knowledge in using Microsoft Office applications, including and not limited to MS Word, Excel, Outlook, PowerPoint, and Access.
  • Intermediate level ability and knowledge to use computers.
  • Ability to solve math problems, calculate figures, decimals, fractions, percentages, averages, conversions and solve for unknown values.
  • Must possess the ability to apply concepts of basic algebra and geometry such as linear, area and volume measurements.
  • Must be able to solve mathematical word problems and set up and solve difficult water formulas.
  • Ability to define and solve problems, collect data, establish facts, and draw valid conclusions.
  • As a condition of employment, this employee must have the ability to pass respirator physical and fit tests. Additionally, the employee is required to maintain facial hair in compliance with Federal Regulations to wear Self-Contained Breathing Apparatus.
  • As a condition of employment, must successfully pass a criminal background check.
  • Employee is required to wear safety toe boots, and will be required to successfully complete training that will include but not be limited to confined space training, CPR & First Aid, electrical safety, etc.

The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee will regularly be required to lift and/or move 25-50 pounds and must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
