Job Summary

This position assists the Superintendent in directing and coordinating the activities of workers engaged in operation, maintenance, repair and installation of mechanical and electrical associated with Water and Sewer facilities by performing the following duties personally or through subordinates. The employee in this position may be required to carry cell phone for departmental emergencies as well as be able to respond to emergencies as needed throughout the Department of Public Works. This is a 24 hour on call position.

Essential Duties and Responsibilities

- Responsible for maintaining all Water and Sewer Facilities by managing preventive maintenance, completing repairs, and completing equipment/process upgrades to ensure that facilities are safe and compliant with regulatory requirements.
- Plans, directs, coordinates, and supervises the installation, maintenance, repair, and upgrade of mechanical, electrical, and instrumentation and control systems.
- Plans and manages contracted services.
- Reviews design drawings and specifications for new equipment or facilities and makes recommendations accordingly.
- Prepares and submits annual department budget request and accompanying justification reports.
- Prepares documents such as equipment specification and justification reports to facilitate the purchasing process.
- Establishes and maintains effective working relationships with City officials, co-workers, vendors and the general public.
- Answers telephone and communicates information professionally to vendors, other departments, and the general public.
- Assists in developing and managing CIP's.
- Inspects electrical installation for compliance to Electric code.
- This position handles SCADA, PLC's, HVAC, Citect; OPC severs, etc. for Water and Sewer.
- Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
- Directly supervises all Water and Sewer Facility Maintenance staff.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Interviews, hires, and trains employees; plans, assigns, and directs work; appraises performance; rewards and disciplines employees; addresses complaints and resolves problems.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. REQUIRED EDUCATION AND/OR EXPERIENCE:
- High school diploma or general education degree (GED).
- Seven (7) years of experience in industrial electricity and facilities maintenance to include low and medium voltage electrical applications.
- Two (2) years of supervisory experience.
REQUIRED CERTIFICATES AND/OR LICENSES:
- Valid Maryland Driver's License or equivalent from other state with satisfactory driving record that meets insurability standards of the City's insurance carrier with a Non-Commercial Intrastate Drivers Physical Card. Must provide a copy of complete driving history for consideration. The license and satisfactory driving record must be maintained during the course of employment.
- Maryland Statewide Master General Electricians License, or the ability to obtain within three (3) years of hire.
- Grade 4 Maryland Stationary Engineer License, or the ability to obtain within three (3) years of hire.
- EPA 608 Certification as a Type I and Type II Technician, or the ability to obtain within one (1) year of hire.
REQUIRED SKILLS:
- Knowledge of standard practices, methods, and tools used in maintaining equipment.
- Knowledge of the hazards and safety precautions in the maintenance of equipment.
- Knowledge of electrical systems, instrumentation, Process controllers, network communications, and supervisory software.
- Knowledge of administrative software applications.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to use computers in a "Windows" environment and learn various software programs.
- As a condition of employment, this employee must be able to pass respirator physical and fit test. Additionally, the employee is required to maintain facial hair in compliance with Federal Regulations to wear Self Contained Breathing Apparatus during the entire time of employment.
- Employee is required to wear safety toe boots, and will be required to successfully complete training that will include but not be limited to confined space training, CPR & First Aid, electrical safety, etc.

The employee is occasionally exposed to extreme cold, extreme heat, RF energy, and risk of radiation. May be exposed to potentially infectious agents associated with wastewater. The noise level in the work environment is usually moderate.
