Job Summary:

Quality Assurance Specialist conducts internal monitoring of the program to evaluate effectiveness and compliance with policies and procedures to include financial services payments and reporting requirements



Essential Functions:

    Develop and implement a comprehensive monitoring plan to ensure compliance with local, state, and federal, rules, regulations, policies, and procedures.
  • Establish and implement a reporting system that provides an analysis of the monitoring results to the Board staff, Director, Supervisors, and direct staff.
  • Assist the Director and Supervisors in assessing the training needs of the staff. Provide technical assistance and training as needed.
  • Responsible for the Recoupment process for clients and child care providers.
  • Responsible for appeals and fact finding investigations for clients and providers.


Other Functions:

  • Able to react to change productively and handle other essential tasks as assigned.


Qualifications and Requirements:

  • Bachelor's degree in Social Work, Child Development, Early Childhood, Special Education, Child or Educational Psychology, or related field, plus two year experiences in social service, Child Care Licensing, or child development programs. In lue of Bachelor degree5 years of related experience is requiredin Workforce child care, social service, Child Care Licensing, or child development programs.
  • Previous experience with TWIST software system preferred.
  • Must have excellent verbal, written communication skills, and demonstrated customer service skills.
  • Knowledge and understanding of local, state, and federal rules, regulations, and policies.
  • Knowledge of Child Care Contract.

Certificates and Licenses Required:

A valid Texas motor vehicle operator's license and reliable means of transportation



Work Environment:

Includes both a typical office environment, with minimal exposure to excessive noise or adverse environmental issues, and local travel, including exposure to heat, cold, inclement weather conditions, and occasional environmental hazards
