About the Department
The Security & Compliance Unit (S&C) within the Office of Information Technology ( OIT) oversees the security of the University's systems and data in a manner that is consistent with industry best practices and the University's compliance obligations. S&C develops (and ensures
compliance with) information security policies/regulations/procedures, oversees implementation of strategic information security initiatives, provides routine security services, and provides campus-wide vendor risk and license management.
Vendor Risk and License Management ( VRLM) provides license asset management for campus and the Office of Information Technology which includes the administration of a large number of campus-wide academic and administrative site licenses and the NC State's $1 million SAS Grant. Vendor Risk & License Management also provides licensing support to campus as well as a variety of other licensing services including licensing risk assessment. VRLM staff collaborates with the UNC System Office on university system-wide software licenses. VRLM ensures a comprehensive, effective and efficient approach for the university's required vendor risk and licensing needs.
Essential Job Duties
The primary purpose of this position is to provide management, coordination and direction setting of the OIT/Campus Vendor Risk & License Management program. The position administers the overall site licensing process along with providing support, disseminating information and using technology tools to provide the appropriate licenses and resolve licensing issues in a timely and effective manner. The position manages 2 full-time employees.
Planning and Organizing
Provides management, coordination and direction setting of the OIT/Campus Vendor Risk & License Management Program:
The manager analyzes OIT & campus needs, interests and directions, then tailors the vendor risk and license program to meet those needs. This includes meetings, seminars and surveys to obtain campus input on software needs. Works with colleges and departments individually and through the IT Governance structure to determine licenses that are used 'campus wide' and to create a cooperative and fair purchasing partnership with various campus partners. The manager serves as the chair of the campus Software Licensing Advisory Group. The manager has the following responsibilities for the overall management of the VRLM service:

  • Plan the management, information distribution and methods for resource delivery. Understands the workflow of other departments involved in the licensing process - Purchasing, Office of General Counsel, Colleges, etc.
  • Develop long-term and short-term goals for the licensing process.
  • Analyze the portfolio of software licenses and coordinate consolidation of OIT and campus-wide licenses.
  • Administer the SAS site license program.
  • Coordinate/manage the IT Purchase Compliance program and Click-wrap Assessment processes.



Enhance and evolve the vendor risk and license management program to ensure that NC State is responsive and fiscally accountable in its license contract costs and processes while meeting the educational and functional needs of the University. This involves interaction with campus decision makers as well as vendors, faculty, staff, and students. Key attributes to maintaining this program include the following:

  • Ability to adjust philosophy to reflect changing technologies and software issues as needed.
  • Responsiveness to requests for software licensing for specific departmental needs.
  • Ability to foster the partnership with SAS and be fully responsible for the software grant given to the campus


Technical Solution Development
Administer Overall Site Licensing Process: Each licensed package requires some level of campus and/or UNC General Administration coordination and must move through the process of establishing the legal use of the software. There are many issues that must be resolved in establishing new licenses: need, software options, payment partnerships, exploring licensing options with the vendors, assessing campus utilization and continued need, establishing usage terms, campus coordination, legal process, IT Purchase Compliance process, the procurement process, the payment and billing process, follow-up, etc. Maintenance of licenses require most of these same steps - reviewing software options, payment re-negotiations, reviewing changes in software licensing terms, ensuring IT Purchase Compliance program is followed, etc. Organization and attention to detail are critical for these processes. Evaluation of identified licenses for compliance and consolidation during the renewal process is needed as well as producing an annual report summarizing the internal review/auditing process..
Implementation/Maintenance of a site license process for automated tracking of renewals, ready reference to contracts/agreements, vendor information, and renewal status. Participation in a review process of viable solutions for integration to division asset management needs. Maintain standardized terms for all vendor internet hosting service purchases (i.e. cloud services) to ensure that certain terms advantageous to NC State are included in agreements that have university data hosted by a cloud provider.
Planning and managing the periodic licensing and renewal of software requires a high degree of coordination, organization, and attention to detail. This position must take the leadership role in initiation of this process for many software licenses and track the changes of the software licenses to reflect new terms, conditions and University's current needs. Must stay up-to-date on key software requirements based on the needs of the students, faculty, and staff. Recommendation of enhancements to the automated site license process is expected.
Administer the click-wrap assessment process: Ensure submitted click-wrap agreements are reviewed in a timely manner. Evaluate the effectiveness of the click-wrap process by conducting user surveys and receiving customer feedback as well as generate metrics on an annual basis.
Administer and coordinate the IT Purchase Compliance program: Evaluate the effectiveness of the IT Purchase Compliance program by conducting user surveys & receiving customer feedback. Identify/implement enhancements to improve the process. Monitor the program for effectiveness by generating metrics and producing an annual evaluation report.
Technical Knowledge/Support
Provide support, disseminate information and utilize appropriate technology tools.
Coordinate efforts of OIT to provide timely software licensing information to students, faculty, and staff. This process requires writing documentation and distribution through various media. It also includes support of licensing issues that come to OIT via the ticketing system. It requires knowledge of current tools to publish and maintain this information for internal and external audiences. The work also requires a strong working knowledge of NC State's ticketing system and resolution of the questions in the software queues. As software licenses are received, a scalable and timely distribution process is needed - this includes coordination with system administrators, campus users and the NC State Help Desk.
Takes responsibility for coordinating the planning and scheduling of software distribution activities, and bringing the right personnel together to accomplish the goals efficiently in a timely manner. Identify and master the technical skills required for software information distribution. Mastery of the ticketing system and daily attention to questions that are related to software licensing and availability.
Guide development and maintenance of OIT's software licensing website. Provide support for the University's Click-wrap Assessment and IT Purchase Compliance processes.
Project Management
Lead specific projects as needed to improve the vendor risk and licensing management process as well as other defined issues. Follow the established guidelines for project management.
Identify involvement with the campus departments and other organizations. Scale activities to include the 'greater' educational community when possible.
Ensure the Vendor Risk & License Management projects are entered into the shared database in a timely and efficient manner. Provide updates at the established interval.
Assist in promoting cybersecurity awareness, solutions and guidance to the campus community. Act as an advocate for the overall Security and Compliance cybersecurity roadmap to ensure a consistent message is presented from S&C as a whole. Provide operational assistance to support the roadmap projects and cooperatively work with team members to meet common goals.
Provide needed guidance for applicable roadmap agreements and purchases to ensure license compliance. Assist with periodic planning and review of the roadmap
Customer Service
Fulfill customer requests in a timely and effective manner. Licensing requests are processed via OIT's ticketing system.
Organizational Awareness
Must understand the campus environment (colleges, departments, etc.) and the terms and scope of all licensing to complete the daily software license requests received from campus and the OIT units.

Qualifications


Minimum Education and Experience

  • Graduation from an accredited four-year college or university with a major in business administration, information technology, supply chain management, a closely related field, or equivalent years of experience
  • A minimum of 5 years of full-time experience in vendor risk management or procurement and IT license management
  • A minimum of of 3 years of supervisory/management experience, preferably of a software licensing or vendor risk management team

Other Required Qualifications

  • Analytical and Problem-Solving Skills: Assess vendor risks and identify license compliance issues.
  • Management/Coordination: Manage contracts, agreements, and compliance requirements. Manage the procurement cycle, costs/distribution and understand state purchasing requirements.
  • Negotiation and Communication: Handle vendor relationships and contract terms effectively.
  • Technical Skills: Knowledge of vendor risk assessment frameworks. Experience with vendor risk management (VRM) tools or platforms or software asset management (SAM) platforms.
  • Regulatory Knowledge: General understanding of legal, regulatory, and compliance standards related to vendor and license management (e.g., GDPR, ISO 27001, SOC 2).
