LOCATION

This is a hybrid (onsite/virtual) with minimum onsite requirements on Monday, Tuesday and Thursday assigned to One Energy Plaza located in Jackson, MI. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify).


GENERAL SUMMARY OF JOB RESPONSIBILITIES

The Rates Analyst will monitor, review, and evaluate service rates and charges. Calculate cost-of-service and perform related rate analysis. This position is responsible for developing and maintaining an analysis of utility rate filings for both gas and electric utilities. The incumbent is expected to review utility filings with public utility commissions for requested changes to the rate base and rates for service.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Responsibility for the preparation of exhibits, studies, schedules, and workpapers and related written testimony for general rate case applications filed with the Michigan Public Service Commission (MPSC)
  • Willingness to serve as a Company expert in general rate case and various other proceedings before the Michigan Public Service Commission (MPSC)
  • Assist in efforts to ensure the Company's regulated utilities receive adequate and timely recovery of their costs by developing ratemaking proposals and recommendations to advance the Company's position
  • Monitoring public utility commissions for changes in regulatory policies and procedures that could impact the filing of utility rate cases covered by the analyst
  • Help other departments including IT prepare for policy and tariff changes, by writing RFS and procedure manuals
  • Help perform electric marginal and embedded cost of service studies with all required special studies
  • Create internal customer communications based on proposed tariff changes
  • Create technical and cost analysis required to develop and gain regulatory approval for electric rates and other tariff provisions
  • Updating rate case exhibits and assisting in preparing testimony for the Cost-of-Service Study and Rate Design
  • Capturing key metrics on utility rate filings including tracking docket numbers for the filings, authorized return on equity, capital structure, requested and approved rate base, and the changes in expected customer rates
  • Other duties as assigned or may be necessary


KNOWLEDGE, SKILLS & ABILITIES

  • Basic understanding and experience with various ratemaking concepts including revenue requirements, cost of service, rate of return, regulatory accounting principles
  • Demonstrated ability to summarize legal documents
  • Demonstrated analytical and problem-solving abilities
  • Knowledge of accounting and finance principles
  • Strong demonstrated verbal and written communication skills
  • Demonstrated experience in Excel and PowerPoint
  • Demonstrated experience with strong skills in MS Word


EDUCATION & EXPERIENCE

  • Bachelor's degree in finance, accounting, political science, law or engineering with two (2) or more years of experience with rates and conducting analyses

    • (OR) Associate's degree in finance, accounting, political science, law or engineering with four (4) or more years of experience with rates and conducting analyses
    • (OR) High school diploma/GED with six (6) or more years of experience with rates and conducting analyses
