The State Highway Administration's (SHA) Office of Highway Development (Baltimore City) is currently recruiting for an Assistant Division Chief, Highway Design (Transportation Design Engineer VI) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work:
The primary purpose of this position is to serve as an Assistant Division Chief (ADC) in the Highway Design Division within the Office of Highway Development (OHD). The Highway Design Division designs and manages a nearly two-billion-dollar capital program of some of the most significant highway projects within the state, including new interchange construction, dualization, streetscape, sidewalk, and shared-use path projects. The division operates under a matrix management approach with the dual priorities of project delivery and staff development. This position requires strong engineering, project management, and communication skills, and the ability to assist the Division Chief in successfully leading and mentoring a diverse workforce to meet the demanding production requirements for OHD. This position will supervise licensed professional in-house engineers, non-licensed engineers, and supporting staff who manage and develop significant engineering projects of major scope and importance. The ADC may also be responsible for the direct or indirect supervision of consultant resources providing project development and delivery. Additional duties may include responsibility and management of major funds and programs.

Qualifications

MINIMUM QUALIFICATIONS:

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

Experience: Two (2) year of experience managing engineering projects as a licensed, professional engineer.

Selective Qualification: Three (3) years of civil engineering experience in project management or roadway design as it relates to the design of highway-related improvement projects. One (1) year of experience must have been in the direct supervision of engineering staff as a licensed professional engineer

PREFERRED QUALIFICATIONS:

The ideal candidate will possess the following:

  • The qualities of a collaborative and adaptable leader that is mission-driven while focusing on employee growth and team success
  • Comfort with complex problem solving, decision-making on short timeframes, and providing independent direction that values ideas over egos
  • Experience with cost estimating, application of American Association of State Highway and Transportation Officials (AASHTO) design guidelines, ADA and Complete Streets design, and construction contract requirements
  • Experience in project management, project funding and budgeting, project schedules, and consultant task management and selection
  • Experience with the interpretation of standards and specifications for construction
  • Experience in the use of roadway and/or drainage design software
  • Major transportation project experience, including familiarity with cradle-to-grave requirements of a Design Engineer/Project Manager
  • General knowledge of the Plans, Specifications, and Estimate (PS&E) process and preparing contract documents necessary for advertising, bidding, and post-advertisement activities such as Addenda and Redline revisions
  • Strong written and oral communication and interpersonal skills

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.
