About the Position Are you an innovative and analytical real estate professional? The Maricopa County Real Estate Department is looking for a Principal Right-of-Way Agent with a strong background in project development and managing complex acquisition projects. Due to the complexity of projects assigned, this role will also perform high-level data analysis/reporting related to project tracking and resource management. The principal role will also assist with the coordination of current Condemnation files, in addition to assisting the Division/Department with Process Improvement tasks. We will look to you to manage and complete complex special assignments and serve as the liaison between the Real Estate Department, the Department of Transportation, the Flood Control District, and other public agencies. We Require
Four years of related professional experience in Project Development, property acquisition, negotiations, project coordination, and conducting complex research and analysis Bachelor's degree in Business Administration, Public Administration, Real Estate, or a closely related field A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Five years of experience managing complex right-of-way acquisition projects Three years of experience collaborating with local municipalities, special districts, utility companies, State and Federal agencies Strong knowledge of right-of-way acquisition documents, including title reports, appraisal reports, deeds, easements, purchase agreements, etc. RWA, RWP, and SR/WA designations from the International Right of Way Association are preferred but not required
Job Contributions
Draft, process, and manage intergovernmental agreements related to the acquisition/exchange/transfer of ROW, etc. Manage condemnation cases in cooperation with the Maricopa County Attorney's Office and the Real Estate Director's Office Manage and complete complex projects related to right-of-way acquisition and regulatory compliance Coordinate with the Department of Transportation on project priorities, budget management, and regulatory compliance; update, gather, analyze and summarize information related to project clearance and workload Provide analytical and operational project support from inception to completion, including developing scopes, and evaluating progress to ensure that all project goals and timelines are achieved Work with ITC to improve the existing project tracking system for the Division and assign tasks to the appropriate Division staff, ensuring customer service goals are achieved Identify and coordinate activities that will assist the Acquisition Division and Real Estate Department in meeting strategic goals and individual staff performance plans Identify, develop, and manage standard operating procedures (SOP) for Acquisition Division practices along with staff job duties and responsibilities Prepare technical reports and project summaries of a complex nature Perform other duties as assigned or required
Working Conditions
This position is eligible for hybrid flexibility after a brief training period Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
