Loudoun County Department of Family Services seeks a dedicated, professional candidate for its Employment Resource Navigator role. The successful candidate will join the Workforce Resource Center (WRC) and the diverse department that envisions better health, safety, and well-being for all. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.


Job Summary

This position encompasses supporting operations of the public-facing center, career development services, and employment resources. The role assesses and screens customers for appropriate type and level of employment services and works closely to connect them with other WRC staff or community partners. The coordinated entry process ensures that all people experiencing job loss have equal access, are quickly assessed, and connected to employment resources and assistance based on their needs and strengths.
The position requires sensitivity, empathy, and tactful communication skills serving vulnerable populations. The role involves liaising between the organization's staff, external workforce community partner organizations, and the public. Further, the Employment Resource Navigator facilitates educational sessions on how to get started and connected with WRC services to include in person and virtual sessions for community organizations and during community outreach.
Successful candidates should be resourceful, self-motivated, well-organized, have great time management skills, ability to problem-solve independently and excel in working closely with team members.
Under general direction, the Employment Resource Navigator:

  • Serves as the primary contact and information point for all WRC programs, services, resources, events and operations and makes appropriate connections. This single point of entry includes all job seeker requests whether walk-in, by phone, or the web-based automatic inquiry form.
  • Ensures at all times adequate staff coverage at the customer service counter where customers get help with services, ask questions or resolve issues.
  • Turns on all office work machines each day, maintains adequate supply of all resource materials. Trouble shoots equipment issues and elevates concerns and issues as needed to work order requests for DIT support.
  • Ensures resources, links and documents on the WRC webpage are accurate and current.
  • Provides a tour and overview of services to new customers; orients customers to the resources and accommodations available, to include assistive technology, for persons with disabilities and limited English language proficiency.
  • Conducts initial assessment with customers to determine what level of service is required and available to support their employment goals. Connects customers with walk-in and appointment-based services as applicable.
  • Works closely and often with the Employment Coach to screen and refer customers for coaching services. Participates in program staff discussions to review the quality and effectiveness of client services.
  • Assists customers with job search platforms; completing online applications; applications for unemployment insurance; inputting resume information; signing in for on-site events; demonstrating job search electronic tools; and locating information on training vendors and educational institutions.
  • Understands and relays basic eligibility information for internal and external workforce programs; uses good judgment to refer customers to WRC and/or DFS programs, resources, staff and community partners.
  • Makes referrals to community partners, service organizations and government assistance programs and conducts follow up. Tracks referrals for trends, utilization and outcomes.
  • Maintains case records, client data and services usage and generates monthly reports.
  • Provides courteous and timely customer service to job seekers, employers, County staff, vendors, residents and visitors.
  • Maintains professional relationships with a variety of customer groups and promotes the WRC's workforce services and initiatives.
  • Conducts a variety of outreach activities, including public educational presentations and tabling events.
  • May perform other essential job functions specific to the position and the department, including backing up the Program Assistant as needed.
Hiring salary is commensurate with experience.

Minimum Qualifications

Associate degree in Human Services, Social Work, Sociology, Psychology, or a related field; two (2) years of related work experience in social work, human services, and/or counseling; or equivalent combination of education and experience. Prior experience working in a career services office, employment one-stop, workforce center, or within human services profession preferred.

Preferred:
Bi-lingual skills in Spanish and English

Job Contingencies and Special Requirements

Pass pre-employment background which may include criminal and credit checks.
Hold and/or obtain and maintain a Certified Workforce Development Professional credential via the Dynamic Works Institute or the National Association of Workforce Development Professionals within one (1) year of hire. May be required to take additional training within a specific time frame to obtain and/or maintain credential.
