We are seeking a Policy Analyst. This position will support the Special Advisor to the Vice President of Government, Community, and Economic Partnerships, in researching, conducting analysis, and summarizing issues and positions of interest to Johns Hopkins. Responsibilities include conducting research on relevant topics/issues, preparing briefing books and presentations to convey institution positions and activities to internal and external constituencies and developing tailored communications materials including production of presentation materials that represent the Hopkins position to high-level, influential officials. Inform internal stakeholders of current issues and developments and prepare appropriate responses and action. Perform research activities and develop testimony for public presentation when necessary. Communication materials may include position papers, briefings, fact sheets, decision documents, issue summaries, and talking points. This position may require attendance and coverage of meetings, legislative hearings and/or executive agency meetings for the purpose of providing written summaries and updates for the Special Advisor. This coverage will include analyzing the impact of proposed policies on the health system and university and developing appropriate responses and strategies for Johns Hopkins. Specific Duties & Responsibilities Policy Research, Analysis & Development
- Working in conjunction with the Special Advisor, participate in the development, planning and presentation preparation on Hopkins' issues and priorities on a regular basis.
- Through research, analysis, experience and writing skills, develop strategic materials and plans for the institution to address managing a continued successful productive relationship with the government and local community stakeholders.
- Attend meetings as assigned, closely monitoring, and providing written summaries of actions/discussions of interest to JH. Based on meeting content, write summaries for the Special Advisor and develop responses and/or materials in anticipation of meeting follow-up.
- Coordinate the submission of all internal status updates related to progress against Hopkins goals and risk management activities, including but not limited to goals and activity generated by the JHU Strategic Framework, Board of Trustees, Provost's Office, JHU Institutional Risk Management team, and JHHS Enterprise Risk Management team.
Writing, Drafting, Preparing Communication & Presentation Materials
- Perform research activities and produce summaries, position papers, op-eds, presentations, etc. for internal and external use.
- Read and summarize planning documents, proposed legislation, studies, proposals, etc. relating to JHU&M issues and priorities.
- Prepare briefing books for leadership on a regular basis inclusive of comprehensive materials on upcoming engagements. Research briefing topic, gather relevant materials, write summaries, prepare participant lists and other materials to deliver a briefing book in final form for review.
Control Operations
- Assist in preparing the the Special Advisor for internal and external workgroup and committee meetings. Respond to all requests for information from internal and external sources within 48 hours, including correspondences routed to GCE leadership from the various GCE-managed email addresses.
- All other duties, as assigned.
Skills, Knowledge & Abilities
- Must possess excellent written and verbal communication skills, advanced analytical skills, organizational and time management skills, and the ability to simultaneously work on and track multiple projects.
- Must think and act as a true team player but also work independently and with limited supervision.
- Must be skilled in writing; have proven ability to create attractive publications using basic desktop publishing software; be skilled in navigating the Internet, especially for research purposes; and have the ability to easily communicate with the public.
- Proficiency in Microsoft Word, Publisher, Excel, and PowerPoint are required.
- Must be able to establish and maintain direct relationships with key stakeholders and understand the near- and long-term interests of the university's senior administration and other Johns Hopkins personnel.
- Must have experience and demonstrated strength to convey complex issues to broad audiences and develop persuasive arguments to draw desired outcomes.
- Knowledge of standard computer applications, MS Office, etc.
- Demonstrated ability to establish effective, collaborative relationships with all levels of Hopkins stakeholders and leaders.
Minimum Qualifications
- Bachelor's Degree in related field.
- Five (5) years employment experience with one, or a combination of the following, focus areas: urban environment; working directly with a large and complex organization and its local relations, institution of higher education, teaching hospital, government, anchor institution-associated activities, economic development / community strengthening, organizational capacity building, advocacy, city planning, public relations, and/or a related field, as well as a demonstrated capacity to manage multiple complex projects concurrently.
- Some directly applicable work experience may be considered in place of education requirements. Additional education may be considered in place of work experience.

- Advanced degree preferred.
