Law Enforcement & Safety Training Specialist (Part-time)

EXCEED LLC is seeking experienced and dedicated candidates to support the training and education mission of the St. Louis Job Corps Center.

Position Summary:

This part-time position reports to the Safety/Security Manager. The Liaison will work collaboratively with Job Corps students, staff, and law enforcement agencies to foster a safe and secure learning environment for students aged 16-24 years and provide critical safety training to the center's security personnel, staff, and students. This position will serve as a visible deterrent to crime and misconduct. Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring, and monitoring excellence in the eight Career Success Standards of: workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills and independent living.

Duties & Responsibilities:

  • Maintain a visible and approachable presence on campus to deter criminal activity and promote a safe environment.
  • Respond to safety and security incidents, assist in de-escalation, and provide guidance on appropriate law enforcement procedures.
  • Conduct safety walkthroughs and collaborate with security staff on preventative measures.
  • Establish and maintain strong working relationships with both St. Louis County and City Police Departments.
  • Serve as the Point of Contact (POC) for law enforcement agencies regarding any safety concerns or incidents on campus.
  • Facilitate coordination between law enforcement and center leadership to address neighborhood crime that impacts the center.
  • Provide detailed reports on security incidents, behavioral concerns, and crime trends affecting the campus.
  • Ensure all law enforcement activities on campus align with Job Corps policies and federal regulations.
  • Advise leadership on best practices for improving security measures and maintaining compliance with local laws.
  • Strong interpersonal and communication skills with the ability to connect with young adults.
  • Knowledge of effective crime prevention strategies.
  • Ability to work collaboratively with Job Corps staff, students, and external law enforcement agencies.
  • Experience developing student mentorship or leadership programs related to security and safety.
  • Conduct ongoing training for the center's security officers on best practices, crisis response, and de-escalation techniques.
  • Provide law enforcement insights on handling behavioral incidents, conflict resolution, and patrolling strategies.
  • Develop and implement a Student Security Training Program, teaching selected students safety awareness, peer conflict resolution, and campus patrol responsibilities under staff supervision.
  • Provide mentorship to student leaders participating in security initiatives.
  • Conduct regular safety drills and training sessions for students and staff, including:

    • Active Shooter Preparedness
    • Personal Safety & Crime Prevention
    • De-escalation Techniques & Conflict Resolution


  • Ensure all trainings are aligned with Job Corps policies, OSHA guidelines, and local law enforcement recommendations.
  • May assist with other tasks as needed.


Education & Experience:

  • Associate's degree in criminal justice, police science or related field preferred
  • Valid driver's license in the state of employment with an acceptable driving record.


Additional Requirements:

Knowledge of standard security, fire prevention and safety procedures and OSHA requirements. Must obtain and maintain CPR/First Aid Certification. Ability to effectively relate to trainee population. Excellent communication skills, both oral and written. Position requires an ability to operate office equipment. In addition, individual must be able to interact with team members and maintain an effective working relationship with all facility staff and departments.

Specific vision capabilities required by this job include close vision, distance vision, and peripheral vision.

Environmental Demands:

Position requires ability to spend 85% of work time outside and 15% of work time indoors; ability to withstand moderate noise levels, including voice levels 90% of work time; ability to work in heat up to 90 degrees outdoors in summer months, and to work in low temperature settings in winter months. Position requires an ability to operate office equipment. In addition, individual must be able to interact with team members and maintain an effective working relationship with all facility staff and departments.
