Salary Range: $99,091.20 - $148,636.80/yr

Job Summary

Directs the Central Business Office (CBO) and serves as the financial and accounting arm of the Department of Administrative Services (DAS). The CBO is responsible for forecasting, budgeting, accounting and monitoring of capital and operating budgets of departments including Emergency Management, Office of Equity, County Executive's Office, County Board of Supervisors, Administrative Services, Human Resources, and other departments as assigned.

Job Responsibilities



  • Direct Oversight of Central Business Office - Leads all day-to-day staff operations of CBO. Prepares annual performance evaluations, provides training on budget and accounting functions. Coaches, counsels, develops team, involved in conflict resolution and employee engagement initiatives.
  • CBO Staff Development - Leads CBO team members, including hiring, training, employee development and performance management. Fosters a positive work culture, providing mentorship and professional development opportunities for staff. Conducts regular meetings with team members to ensure alignment.
  • Manages Day-to-Day Accounting and Year End Closing - Reviews and approves journal entries, oversees capital and operating account reconciliations and year end closing operations including carryovers. Responds to requests from external and internal auditors. Manages day-to-day accounting practice for service departments.
  • Capital and Operating Budget Preparation and Monitoring - Oversees development, implementation, and monitoring of CBO customer supported budgets. Collaborates with customer departments to ensure proper allocation of resources for both Capital and Operating budgets. Reviews and approves fiscal reports, ensuring accuracy and compliance.
  • AMOP Policy Compliance and Development - Assists DAS Director and division leaders with the development and enforcement of AMOP policies and procedures that ensure financial practices meet county, state, and federal regulations. Advises DAS leadership on various policy and procedural matters.
  • Special Projects - Develops, leads, and assists in county-wide special project assignments and other initiatives as assigned.
  • Serves as a Member of the DAS Leadership Team - Leads or participates in strategic planning of financial and operational objectives for DAS. Identifies opportunities for process improvements to increase efficiency and effectiveness. Implements best practices to streamline operations, minimize costs, and improve services
  • Departmental Financial Leadership - Provides advice and consultation to DAS senior leadership on their departmental budget, ensuring that spending is aligned with strategic initiatives, existing project plans and GASB standards.
  • Financial Reporting and Response - Aids department responses to regulatory, financial, and operational status reports to county leadership, external partners, and stakeholders. Assists with the preparation and presentations of detailed reports and recommendations for board meetings. Engages with auditors as needed.
  • Ability to carry and lift up to 15 lbs.
  • Other duties as assigned.


Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver's License required and must be maintained throughout employment
  • Bachelor's degree or higher in Business, Public Administration, Accounting, Finance or closely related field required
  • Five (5) years or more of work experience in Accounting, Finance or Budget/Fiscal Management required
  • Three (3) years or more of work experience in a Management or Director role required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Outlook, PowerPoint, Teams and Excel required



Preferred Education, License/Certification and Experiences



  • Master's degree or higher preferred
  • Certified Public Finance Officer (CPFO) certification
  • Financial Planning and Analysis (FP&A) certification
