Position Overview As Facility Security Officer (FSO), this position requires independent judgment and discretion in providing expertise, guidance, and advice to executive management concerning all security administrative functions supporting a NISP compliant Security Department. This position performs identification, analysis, and resolution of security-related matters and provides support for all security functions per NISPOM Rule 32 CFR Part 117 to include the processing of personnel security clearances via the NBIS system, record maintenance, understanding of the intelligence community and access requests, administering security awareness training programs, and preparing for monitoring visits. This position in the FSO role also serves as the Insider Threat Program Senior Official (ITPSO) and executes the insider threat program required by NISP; this includes serving as the divisional representative on the Corporate Compliance Council. As GCE's Subcontracts Specialist, this role will manage GCE's relationship with subcontractors under government prime contracts, including the generation of Requests for Proposals (RFPs)/Requests for Quotes (RFQs) to subcontractors, evaluation of proposals, and cradle-to-grave subcontracting activities. Duties will include subcontractor procurement, assisting with the development of subcontracts, subcontract compliance, forming subcontract plans when required, tracking/filing eSRS reports for subcontract reporting, and acting as primary point-of-contact between GCE and its subcontractors. This position will utilize knowledge of FAR and DFAR clauses to interpret requirements. Minimum Qualifications, Knowledge, Skills, and Abilities:
