Position Overview

As Facility Security Officer (FSO), this position requires independent judgment and discretion in providing expertise, guidance, and advice to executive management concerning all security administrative functions supporting a NISP compliant Security Department. This position performs identification, analysis, and resolution of security-related matters and provides support for all security functions per NISPOM Rule 32 CFR Part 117 to include the processing of personnel security clearances via the NBIS system, record maintenance, understanding of the intelligence community and access requests, administering security awareness training programs, and preparing for monitoring visits.

This position in the FSO role also serves as the Insider Threat Program Senior Official (ITPSO) and executes the insider threat program required by NISP; this includes serving as the divisional representative on the Corporate Compliance Council.

As GCE's Subcontracts Specialist, this role will manage GCE's relationship with subcontractors under government prime contracts, including the generation of Requests for Proposals (RFPs)/Requests for Quotes (RFQs) to subcontractors, evaluation of proposals, and cradle-to-grave subcontracting activities. Duties will include subcontractor procurement, assisting with the development of subcontracts, subcontract compliance, forming subcontract plans when required, tracking/filing eSRS reports for subcontract reporting, and acting as primary point-of-contact between GCE and its subcontractors. This position will utilize knowledge of FAR and DFAR clauses to interpret requirements.

Minimum Qualifications, Knowledge, Skills, and Abilities:

  • Bachelor's degree. May substitute equivalent combination of education and experience.
  • Must have completed the required DCSA Academy training courses.
  • Must have a minimum of three (3) years of in-depth experience and knowledge of the National Industrial Security Program (NISP) and experience working with the Defense Counterintelligence and Security Agency (DCSA).
  • Must have a minimum of four (4) years of experience in contract administration, two (2) of which were in the area of federal contracting.
  • Must possess a clearance or be able to pass a government security investigation and meet eligibility requirements for Top Secret access to classified information.
  • Must have significant experience in NBIS/DISS/NISS and eAPP, or prior related government systems (JPAS and eQIP).
  • Must have a thorough knowledge of government security regulations, manuals, and processes to include the NISPOM Rule 32 CFR Part 117, OPSEC principles, and COMSEC requirements.
  • Must have knowledge of Insider Threat Program NISP requirements.
  • Must have knowledge of derivative classification requirements.
  • Must have knowledge of federal contracting processes. CPCM and/or CFCM certification preferred.
  • Must have familiarity with Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFAR) Supplement.
  • Must have demonstrated experience with Microsoft Office Suite, particularly Excel and Word.
  • Must have advanced project management skills and collaboration skills to work with diverse customers, both internal and external.
  • Must be proficient in managing multiple tasks, planning, and coordinating communication between multiple staff internal & external to the organization.
  • Must be proficient with written and verbal communication.
  • Unison Contract Lifecycle Management (CLM) experience is preferred.
