Facilities Asset Manager Milwaukee County Facilities Management Pay Range: $42.50 - $50.65 Job Summary: Under the general direction of the Director of Operations & Maintenance, the Facilities Asset Manager is responsible for developing and executing the Facility Management Division comprehensive asset management strategy, ensuring optimal performance, longevity, and cost-effectiveness of major facilities assets. This position oversees the full asset life cycle from acquisition through final disposition, integrates predictive and preventive maintenance strategies, and leverages data-driven decision-making to improve asset reliability and efficiency. By implementing best practices in asset tracking, lifecycle cost analysis, and condition assessment, the Facilities Asset Manager helps reduce unplanned failures, optimize capital investments, and enhance long-term sustainability. Essential Responsibilities:
- Develop, establish, and continuously improve a preventive maintenance program within Facilities Management.
- Establish and maintain relationships with County staff, skilled trades personnel (HVAC, Electrical, Plumbing, Locksmiths), and external contractors to schedule and optimize preventive maintenance activities.
- Implement predictive maintenance techniques using analytics, sensors, and historical failure trends to reduce unplanned downtime and extend asset life.
- Analyze work order history and maintenance performance data to refine preventive maintenance schedules and mitigate financial and operational risks.
- Ensure that all maintenance activities align with compliance, safety, and regulatory requirements.
- Lead major asset renewal planning, overseeing asset replacement, upgrades, and repairs.
- Work closely with the Facilities Condition Assessment team to assess facility conditions and establish priorities for capital investment.
- Perform lifecycle cost analysis (LCCA) to determine the most cost-effective asset management strategies.
- Utilize the County's CMMS (Cityworks or similar) to track maintenance costs, predict asset deterioration, and support data-driven budgeting.
- Develop long-term strategies for capital renewal, balancing financial constraints with infrastructure needs.
- Maintain an accurate and up-to-date asset inventory across all County FMD facilities, ensuring consistency in equipment records.
- Develop a standardized approach for tracking new assets, ensuring alignment with County-wide asset management policies.
- Reconcile discrepancies between physical inventory and CMMS records, investigating potential inconsistencies and recommending corrective actions.
- Ensure asset tagging, categorization, and historical performance tracking are systematically updated.
- Design and generate key performance indicator (KPI) reports on asset health, maintenance backlog, work order completion rates, and system reliability.
- Provide data-driven insights to County leadership on asset performance, risk mitigation, and replacement needs.
- Collaborate with the Building Automation Systems team to integrate smart monitoring solutions for energy efficiency and predictive maintenance.
- Identify areas for cost reduction, process improvements, and technology adoption to enhance asset efficiency.
- This role will need to translate asset performance data into actionable insights for non-technical stakeholders, including budget officers and County leadership.
- Ensure that assets comply with legal, regulatory, and safety standards.
- Develop risk management strategies to mitigate asset-related failures that could impact public safety and County operations.
- Support sustainability initiatives by incorporating energy-efficient systems, optimizing resource utilization, and aligning asset management with climate resiliency efforts.
- Stay updated on industry trends, regulatory changes, and emerging best practices in facilities asset management.
- Other related duties as assigned.
Minimum Qualifications Required:
- Current resident of the State of Wisconsin.
- A valid state of Wisconsin driver's license at time of hire and maintained throughout employment.
- Advance knowledge of all related computer and software applications, such as word processing and spreadsheets.
- Intermediate knowledge and working theory of Computerized Maintenance Management Systems (CMMS)
- High school diploma or GED AND at least 10 years of progressively responsible experience in facilities asset management, major mechanical systems, or large-scale maintenance operations.
- - OR - associate degree in asset management, construction management, facilities management, mechanical systems, or a related field - and at least 4 years of experience in facilities management, asset management, or related fields.
- - OR - Trade & Skilled Labor Experience:
- Highly experienced skilled trades professionals (e.g., HVAC, plumbing, electrical, carpentry,) may qualify if they meet one of the following criteria:
- Journeyman-level license in a relevant skilled trade with at least 5 years of experience in facility maintenance, mechanical systems, or asset management.
- Master-level license in a relevant trade with at least 3 years of supervisory or asset management experience.
- 5 years' experience in mechanical construction, central plant operations, MEP system management, or large-scale building maintenance.
Preferred Qualifications:
- Bachelor's degree in engineering, architecture, construction management, or a related discipline.
- Experience in real estate, facilities management, construction, architecture, engineering, asset management, or capital planning.
- Leadership/management experience in a central plant, large facility, or mechanical construction role (with a major mechanical subcontractor or MEP design consultant).
- Experience using Computerized Maintenance Management Systems (CMMS) (e.g., Cityworks, Maximo, or similar).
- Knowledge of preventive and predictive maintenance strategies for large-scale building systems.
- Familiarity with capital planning, lifecycle cost analysis, and regulatory compliance for facility assets.
Must be able to work in all Milwaukee County facilities including secured detention/high-security facilities and work in areas with sensitive information and assets. Required that applicants successfully undergo a criminal history background check to maintain security clearance for Milwaukee County facilities.
