Job Summary

This newly created position is responsible for collecting, collating, analyzing, disseminating, and evaluating crime and traffic data to discover developing trends, patterns, and changes in criminal/crash activity through the use of mapping and other analytical software. The work of the Data Analyst is intended to increase the effectiveness of the Department, prevent crime and disorder, and assist in the apprehension of suspects. In addition, the Data Analyst analyzes internal data to increase department efficiency through workload, response time, and officer productivity analysis. Finally, the Data Analyst produces statistical products and statistical studies to assist with resource allocation.

This is a full-time, non-exempt position. The full annual salary range is $60,465.60 - $86,548.80 coupled with a comprehensive benefits package including excellent health, dental, vision, life insurance, generous time off (Vacation, 8 Holidays, 4 Floating Holidays), accrued sick leave, Wisconsin Retirement System pension, option to participate in 457 retirement savings plans.

MAJOR DUTIES AND RESPONSIBILITIES
  1. Collect, compile, and maintain crime, calls-for-service, arrest, citation, and related data from internal records management systems, external databases, and various local, state, and federal sources (including Wisconsin Department of Justice and other state agencies).
  2. Ensure data accuracy, integrity, and confidentiality in accordance with department policies, relevant regulations, and Wisconsin Open Records Law (Wis. Stat. * 19.31-19.39).
  3. Perform quantitative and qualitative analyses of crime data to identify trends, hotspots, and emerging patterns.
  4. Generate statistical reports, charts, and maps to facilitate understanding of crime and traffic issues as well as departmental performance.
  5. Employ investigative and statistical analysis to forecast future crime occurrences by type of crime and target location for the agency to deploy and allocate resources effectively.
  6. Prepare data to make recommendations on personnel deployment and resource allocation.
  7. Produce routine and ad-hoc reports for command staff, patrol officers, investigators, and other stakeholders.
  8. Utilize crime mapping tools and geographic information systems (GIS) to visualize and interpret spatial data.
  9. Collaborate with investigators to identify linkages between crimes, suspects, and known offenders.
  10. Contribute to strategic planning by producing bulletins, advisories, and presentations on crime trends.
  11. Prepare data to make recommendations to command staff on personnel deployment and resource allocation.
  12. Serve as a liaison between the Police Department and external agencies or organizations for sharing crime statistics and analytical findings.
  13. Prepare and relay information in an understandable format, including oral, written, and visual presentations, for non-departmental stakeholders such as, citizens, government officials, and media.
  14. Work collaboratively with other village departments, as needed, to integrate data on community issues that may intersect with public safety.
  15. Provide technical and best practice support to department members on access to and analysis of data. To include, but not limited to, providing guidance and training on software applications used for: scheduling (InTime); records management (Phoenix RMS); staff accountability (Intergraph CAD and Evidence.com,); traffic enforcement (TraCS); and other data analysis programs such as Microsoft B.I., R, and Excel.
  16. Maintain proficiency with current crime analysis methods, research, and technology. This includes but is not limited to statistical methods; spatial analysis; GIS; presentation and publication software; and current and relevant policing theory.
  17. Monitor developments in crime analysis methodology, software, and technology to recommend process improvements, equipment purchases, or new software acquisitions.
  18. Perform other administrative and analytical tasks as assigned by supervisor or command staff to support the Department's mission.

Essential Knowledge, Skills, and Abilities

  1. Proficiency in data analysis, statistical methods, and data visualization.
  2. Working knowledge of police computer systems (e.g., RMS, CAD, etc.).
  3. Working knowledge of data analysis, Sql Server Reporting Services (SSRS), and Crystal Reports.
  4. Familiarity with law enforcement records, investigative procedures, and relevant legal requirements, including Wisconsin's Open Records Law.
  5. Familiarity with Wisconsin State Statutes and municipal ordinances, especially those relevant to law enforcement records and open records requests.
  6. Understanding of the National Incident-Based Reporting System (NIBRS) and state-level reporting mandates.
  7. Ability to utilize specialized crime analysis software, GIS, database management systems, and Microsoft Office Suite.
  8. Ability to work flexible hours, which may include some evenings, weekends, and holidays to meet operational needs.
  9. Ability to exercise judgment and discretion in completing assigned tasks.
  10. Ability to communicate complex information clearly and concisely, both orally and in writing.
  11. Ability to prepare, interpret, and present analytical reports, charts, and maps for varied audiences.
  12. Ability to exhibit strong problem-solving and decision-making skills based on data-driven evidence.
  13. Ability to exhibit high level of attention to detail and accuracy, with the ability to multi-task and meet deadlines.
  14. Ability to work both independently and collaboratively, maintaining professional and respectful relationships and to improve/develop departmental programs and services.
  15. Ability to work cooperatively and effectively with individuals from diverse backgrounds and communities.

Qualifications

  1. Bachelor's degree in data Analytics, Statistics, or a closely related field preferred.
  2. Two (2) years of experience performing analytical or statistical work in a law enforcement or related setting preferred.
  3. Equivalent combinations of education, training, and experience will be considered.
  4. International Association of Crime Analysts (IACA) certification desirable.
  5. No felony convictions or other disqualifying offenses under Wisconsin law.
  6. Successfully complete all required background checks in accordance with Village policy, Wisconsin law, and Criminal Justice Information Services (CJIS) security requirements.
  7. Possess a valid Wisconsin Driver's License.

Supplemental Information

This position will generally work first shift hours. Incumbent may occasionally need to work evenings and/or weekends as directed. Telework/remote work will not be available for this position. This position will not receive relocation assistance or reimbursement.

PHYSICAL REQUIREMENTS
This position requires extreme accuracy, prolonged sitting in the performance of daily duties, and frequent repetitive keyboarding motion for preparing reports and other documents. The position also requires walking and some standing and lifting of boxes. Must be able to travel occasionally as needed.
The equipment required to be used for this position includes a phone system, desktop computer, copy machine, and scanner.
