Manpower, Personnel, and Training Analyst

The candidate will support programmatic, strategic and supply support efforts as directed by the PST to PEO Carriers in all aspects of shipboard manpower and training. The candidate should have knowledge of Navy Training Systems Plan (NTSP) and Navy Personal Qualification Standards (PQS), Navy Education and Training Center (NETC) Directives, Navy Education and Training (NAVEDTRA) Manuals along with Microsoft 365 applications. Additional tasking would include tracking actions and initiatives from the PEO Carriers front office.

Role:

As the Senior Manpower, Personnel, and Training Analyst, the candidate shall:



  • Generate correspondence, technical plans, instructions, and directives necessary to ensure effective communications among all activities participating with assigned programs and stakeholders.
  • Act as Shipboard Liaison providing Recommissioning Units (PCUs) and Carrier Advanced Reconfiguration System (C-ARTS) Support.
  • As shipboard Liaison, Identify and document specific system training deficiencies in the associated NTSP (e.g. Government Furnished Equipment/ Contractor Furnished Equipment (GFE/CFE) scorecards.
  • Coordinate with shipboard Training Officers (TOs) and Heads of Departments (HODs) on ship's force training requirements. Recognize deficient training requirements and provide training solutions.
  • Review, comment, and provide input for DoD, Navy, and PEO Carriers, policies, directives, and instructions.
  • Provide PEO TRIAD backup to ensure the PCU crews receive all CFE Training (Initial/Interim) courses at the most ready and relevant times.
  • Coordinate efforts with government and other contracted support across offices of NAVSEA and other DoD organizations, primarily in the Hampton Roads area.
  • Provide Quality Assurance content reviews of the following as they pertain to CVN 68 and 78 Class units: NTSP, Front End Analysis (FEA Phase I); Job Duty Task Analysis (JDTA Phase I); Curriculum Content (Phase II).
  • Conduct local travel to support PST objectives as the Shipboard Liaison/Training representative.


Qualifications:



  • Required

    • + 10 years of related or applicable professional experience
    • Bachelor's degree in related field or equivalent years of experience
    • Competency in US Navy Training, PQS Directives and manuals.
    • Active-duty Navy Aircraft Carrier shipboard experience.
    • NAVAL Sea Systems Command (NAVSEA)/Shipyard experience.
    • Active DOD Security Clearance.
    • Ability to adapt, be flexible to daily office needs.
    • Excellent communication skills (verbal & written).
    • Proficiency in MS Suite (Word, Excel, PowerPoint, MS Teams, etc.)
    • Ability to interface efficiently with team members and technical leads.


  • Desired

    • 8+ years of experience supporting NAVSEA/Shipyards
    • Knowledgeable with NTSP
    • NAVSEA experience
