HJF is seeking a Program Manager I who, under the direction of the Program Manager-Team Lead, shall assist with all pre-proposal activities by reviewing, editing and submitting proposals. Job is key to supporting investigator-initiated proposal submissions by understanding all required databases and electronic submissions systems and oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex scope of work.

This position will be in support of the Department support team within USU portfolio for HJF in Bethesda, MD.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Review and evaluate proposal guidelines to ensure adherence to sponsor requirements.
  • Serve as a point of contact for pre-award support for PMs and USU/WRNMMC investigators to include preparation of proposal packages. Track and report on progress and outcomes.
  • Assist with the coordination of administrative tasks for proposal development. Ensure all elements of the proposal are completed accurately and submitted by the deadline.
  • Negotiate with funders to finalize awards once a proposal is funded.
  • Assist with budget development and financial aspects of the proposal.
  • Maintain knowledge of the latest trends and regulatory changes affecting pre-awards.
  • Liaise between different stakeholders including clients, program managers, and funding bodies.
  • Review, interpret, and disseminate sponsor guidelines, regulations, and policies.
  • Track proposal statuses and provide regular updates to all relevant parties.
  • Advise and guide Project Managers and technical staff throughout the pre-award lifecycle, focusing on the strategic direction of the team in regard to pre-award management. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.

Qualifications

Education and Experience

  • Bachelor's degree required, preferably in Business Administration or Life Sciences field of study. Master's degree preferred.
  • Minimum of 3-5 years of experience required.

Required Knowledge, Skills and Abilities

  • General awareness of federal budget processes and fundamental principles of project management.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experiences in the life sciences strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $64,200-$76,000. Actual salary will be determined based on experience, education, etc.
