Job Description: Hitachi Rail STS USA, Inc., headquartered in Pittsburgh, PA, seeks a Commissioning Manager to work in Pittsburgh, PA, and unanticipated locations throughout the U.S. The employee will have to relocate, but travel is not required from any particular location. Accountabilities The Commissioning Manager will be responsible for the commissioning and hand over of a turnkey project in accordance with the contract requirements to the operator for commercial operation. Specific duties include: (i) managing the remaining test and commissioning activities of CBTC signaling system (Wayside, Onboard and Office Control), SCADA, rolling stock, primary and auxiliary power; (ii) coordinating with the client and third-party contractors to prepare and develop a commissioning master plan; (iii) managing the workload and developing forecasts for commissioning activities; (iv) leading weekly project commissioning meetings and providing input for other project meetings; (v) reviewing test plans and procedures for all subsystems and providing input in the hazard analyses of commissioning activities; (vi) ensuring pre-requisites (including approved/latest documentation, readiness of supporting subsystems and personnel) are in place prior to the start of test activities; (vii) integrating and developing a commissioning schedule for multiple subsystems; (viii) developing cutover and migration plans, and ensuring all work packages have adequate local resources; (ix) monitoring and reporting progress of test activities, generating commissioning related KPIs (for example: planned vs. executed, passed vs. failed tests), and preparing and submitting bi-weekly reports detailing the commissioning process and execution; (x) managing use and suitability of test tools and equipment; (xi) maintaining configuration control of hardware and software with the help of a configuration manager; and (xii) manage changes to the design and track closeout of related test activities. This position is for a roving employee who will work in unanticipated locations throughout the United States. The employee will have to relocate, but travel is not required from any particular location. Required Skills/ Knowledge Must have the following experience: (1) two years of experience as a commissioning engineer or quality engineer in or for the railway industry; (2) experience with train control or train rolling stock project; (3) experience with large-scale mass transit projects; (4) experience reading, understanding, and interpreting signaling hardware circuit design drawings, schematics, and cable plans; (5) experience with train control or rolling stock site acceptance testing; (6) experience with train control or rolling stock installation check out and routine acceptance test; (7) experience troubleshooting complex electrical circuits using design drawings and a functional understanding of overall train control system; (8) experience troubleshooting train control software and network communication related issues; (9) experience with Microsoft Project, MATLAB, MPLAB or related engineering software; and (10) experience with train control or rolling stock fault log analysis. (11) Must have knowledge of AAR, APTA, and IEEE,standards. Education/Qualifications Must have: (1) a Bachelor's degree (or foreign equivalent) in Electronics Engineering, Electrical Engineering or System Engineering and (2) Four years of Quality Control Commissioning experience in or for the Railway industry.
