Summary: The Fast Rescue Boat Maintainer/Operator will assist the U.S. Army Transportation School's MITD and Military Sealift Command in the execution of Fast Rescue Boat (FRB) Training in support of Army and MSC maritime Programs of Instruction (POIs).
Responsibilities
Essential Job Functions:
- Maintain all associated equipment for four (4) FRBs, boat trailers, and five (5) outboard engines (40 Horsepower (HP) E-Tec and 100HP Honda).
- Perform before, during and after use Preventative Maintenance Checks and Services (PMCS) in accordance with the FRB Manufactures guidelines, Army Regulations and Technical Manuals.
- The contractor shall report the operational status of the FRBs, trailers, and outboard engines daily to the MITD Vessel Support Operations Branch (VSOB) in accordance with established VSOB report/form.
- When required, the contractor shall submit supply requests for maintenance and parts, safety items, and petroleum products to the VSOB.
- The contractor shall submit all work order request for support to the VSOB if work is beyond the scope of this contract. The contractor shall conduct all FRB training in accordance with the schedule provided by the TSOB operations specialist and will verify schedules no less than weekly.
- Ensure operation of the FRB is following establish Army watercraft regulations and policies, while adhering to the Standard Operating Procedures (SOP) for watercraft in and around the Joint Base Langley-Eustis (JBLE) and James River Training Areas (JRTA).
Qualifications
Necessary Skills and Knowledge:
- Must be able to physically conduct simulator operator/technical instructor/writer duties and in the stated subject area when required in a classroom, simulator, live training aid, and/or ship environment.
- Standing for extended periods of time on hard decks or floors exposed to heat and cold conditions is common when conducting live training events.
- Excellent problem-solving skills with ability to analyze situations identify existing or potential problems and recommend solutions.
- Proficiency in the following Microsoft software programs, which will be furnished as part of the workstation for performance to include software updates as provided: Word 2013; Excel 2013; PowerPoint 2013; and Outlook 2013.
Minimum Qualifications:
- At least ten (10) years of maintenance experience in small boat Operations with a minimum of three (3) years' in maintaining small outboard engines (40 Horsepower (HP) E-Tec and 100HP Honda).
- Candidate must hold a U.S. Coast Guard Approved Fast Rescue Boat training certificate and an Outboard maintainer certification issued by either a civilian agency or DoD Agency such as the Army, Navy or like service.
- At least two (2) years of experience in conducting Watercraft Life Cycle Management utilizing the Army or Navy Supply and Maintenance procedures. Candidate must possess a valid state driver's license and be capable of operating dual rear-wheeled trucks, with trailer, and capable of maneuvering a trailer around tight areas and narrow boat ramps.
- Must hold Fast Rescue Boat Certification and Outboard Motor Maintenance experience. Candidate must possess and maintain a Red Cross approved Cardiopulmonary Resuscitation (CPR) and basic First Aid Certification.
- Must be physically able to launch and recover FRBs from a trailer, operate an FRB in calm and adverse (winds up to 20 knots, seas up to 2 feet) weather conditions, stand for periods of 3 to 4 hours continuously, and be capable to lift 50 pounds without injury.
- Have completed the Initial Military Training (IMT) and Professional Military Education (PME) courses required for the specific MOS
- Ability to successfully pass a background check.
Preferred Qualifications:
- Bachelor's degree in a related field.
