Position Summary

Odyssey Systems is recruiting to fill a Senior Acquisition Program Management position supporting the Attack Systems Division, Foreign Military Sales (FMS), at Wright Patterson AFB, OH. WID is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.



Responsibilities

Duties include, but not limited to:

    Possess the advanced knowledge, experience, and recognized ability to be considered highly skilled in Acquisition Program Management. Must work independently and be able to apply procedures.
  • Provide expertise in all aspects of the acquisition lifecycle, including pre-acquisition definition, requirements integration, program management principles, and compliance with Department of Defense (DoD) and Air Force regulations and guidelines.
  • Assist with the procurement of systems, subsystems, and equipment, ensuring compliance with all applicable regulations and guidelines.
  • Conduct program analysis, gather data, and develop recommendations to support informed decision-making.
  • Prepare, review, and analyze programmatic documentation, including pre-Letters of Request for Pricing (pre-LORs), Price & Availability analyses, Case Developments, weapon system contractor proposals, technical reports, briefings, and agreements (Memoranda of Agreement (MOAs) and Memoranda of Understanding (MOUs)).
  • Apply acquisition management initiatives, resolve acquisition-related issues, and support procurement of commercial items (Non-Developmental Items (NDI), Commercial Off-the-Shelf (COTS) items, and Federal Aviation Administration (FAA)-certified items).
  • Ensure compliance with commercial practices, including Performance-Based Business Environment (PBBE), Evolutionary Acquisition, and Agile Acquisition.
  • Assist with compliance tasks related to various systems, including:
  • Joint Capabilities Integration and Development System (JCIDS)
    • Concepts of Operation (CONOPS)
    • Selected Acquisition Reports (SAR)
    • Defense Acquisition Information Retrieval (DAMIR)
    • System Metric and Reporting Tool (SMART)
    • Monthly Acquisition Reports (MAR)
    • Probability of Program Success (POPS)
    • Defense Acquisition Executive Summary (DAES)
    • Program Management Agreements (PMA)
    • Acquisition Program Baseline (APB)
    • Capabilities Review and Risk Assessment (CRRA)
  • Plan, facilitate, and support meetings and offsites, including developing agendas and materials, recording action items, and ensuring room setup and security.
  • Provide acquisition strategic advice, technical guidance, and analysis. * Support the generation, maintenance, and effective use of the Integrated Master Schedule (IMS).
  • Recommend solutions related to organizational structures, manpower requirements, utilization, and control.
  • Assist with the development and execution of Letters of Offer and Acceptance (LOAs), amendments, and modifications, including interfacing with Foreign Military Sales (FMS) stakeholders and ensuring compliance with all applicable regulations.
  • Assist in planning the development, production, and deployment of systems, subsystems, and equipment, including managing cost, schedule, performance, and risk.
  • Support all actions required to award and modify contracts, including pre-award documentation, source selection activities, and post-award support.


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Secret

Education and Years of Experience:

  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
  • OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.
