The program
Running from 2024 to 2027, the IPEF Fund for Technical Assistance and Economic Cooperation (IFTAEC) aims to support the implementation of the Indo-Pacific Economic Framework (IPEF) by funding technical assistance and capacity-building projects to assist IPEF Beneficiary Countries - eligible for Official Development Assistance (ODA) - to adopt and implement IPEF standards and cooperative frameworks. These projects are designed and implemented by DFAT, other Australian Government Agencies (AGAs), and non-government and international partners across the IPEF technical agenda for trade, supply chains, clean economy, and fair economy.
The role
IFTAEC project development shall promote localisation and support influence and participation by government and non-government IFTAEC partners in program decision-making by taking a systems lens to understand the opportunities for development of local capabilities and ownership.
The Localisation and Sustainability Advisor will collaborate with the IFTAEC team, partners, stakeholders, and technical experts to provide technical assistance to support Australian Government Agencies (AGAs) and Beneficiary Countries to develop local leadership and capacity to ensure the sustainability of IFTAEC interventions. The duration of this role will extend from 14 April 2025 to 30 June 2027. The job location will be home-based. This position will require up to 10 days of work per financial year.
Primary responsibilities
  • Develop a Localisation and Sustainability Strategy: Ensure IFTAEC projects reflect the demand from IPEF Beneficiary Countries, are aligned with national priorities, and are designed to maintain impact beyond IFTAEC support. This includes setting objectives, establishing performance indicators, and monitoring and reporting requirements. The strategy will be reviewed annually.
  • Create a Localisation Toolkit for AGAs: Highlight entry points for localisation during partnership design, implementation, and Monitoring, Evaluation, and Learning (MEL).
  • Provide Technical Support and Advice: Assist IFTAEC projects and activities as needed.
  • Contribute to Reporting: Participate in periodic, quarterly, and annual reporting processes, including reporting on Localisation and sustainability within the MEL Framework.
Other responsibilities
  • Advocate for Australian Development Priorities: Promote equality, diversity, and inclusion, drawing on local capabilities.
  • Compliance: Adhere to and advocate for DFAT's policies, including gender, disability, fraud and anti-corruption, PSEAH, child protection, and environmental and social safeguards. Incorporate these principles into planning and daily work, promote process improvements, and report concerns to the appropriate channels.
  • Integrity: Operate with high levels of integrity, consistent with DFAT's Ethics, Integrity, and Professional Standards Policy Manual.
About you
  • Educational Background: A postgraduate degree with a focus on Sustainability, Inclusion, Social Sciences, or a related field.
  • Experience: At least 15 years of experience in developing and implementing locally led policies, frameworks, and programs in international development contexts, and/or supporting local leadership across various sectors such as government, business, academia, and civil society. Knowledge of and experience working in the Indo-Pacific Region is preferable.
  • Knowledge: A sound understanding of Australia's International Development Policy and its approach to Locally Led Development.
  • Coordination Skills: Proven ability to coordinate activities across relevant agencies and organisations, monitor and evaluate activity progress and identify risks. Develop strong, active working partnerships with women's organisations, local NGOs, government officials, programs, and advisers.
  • Communication Skills: Fully fluent written and spoken English with high-level communication, diplomacy, and interpersonal skills across a range of cultures, audiences, and organisational levels, including the ability to explain issues in an accessible and practical manner.
  • Writing Skills: Strong writing skills, including the ability to synthesize information and capture learning, enabling successful dissemination of outcomes through learning products, guidance notes, toolkits, mentoring, training, and coaching.
