Manager - Substation Field Operations

Manager - Substation Field Operations

  • Supervises activities of journeyman wireman, carpenters and/or production teams focused on substation construction activities.
  • Is accountable for the performance and results of a team
  • Adapts departmental plans and priorities to address resource and operational challenges
  • Decisions are guided by policies, resources and business plan; receives moderate guidance from Sr. manager
  • Provides subject matter guidance to employees, colleagues and/or customers

Key Responsibilities

Field Staff Management:

* Manages a team of professional and or technical represented staff (typically journeymen or equivalent); responsible for performing operational work to ensure the safe, timely and efficient completion of work efforts relating to the construction, operation, maintenance and emergency restoration of the electric transmission and distribution system; responsible for the overall operations of the department; ensures daily management of the team, ensuring that all relevant goals, standards/procedures are followed.

* Provides management for the team, ensuring that objectives are met, and all relevant standards/procedures are followed.

* Ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose.

Program Management:

* Contributes to execution of PGE power delivery and corporate capital investment plans, as well as integrated grid strategies.

* Adapts departmental plans to address business and operational challenges, including business, production and/or organizational priorities.

* Assists with annual operations and maintenance plans, policies, goals, and objectives of the area.

* Implements procedures and standards that support the corporate strategic direction and follow the industry best practices; assesses and implements new technology, particularly in support of the integrated grid.

Compliance and Safety:

* Ensures compliance with procedures and functional criteria.

* Ensures the use of safe working practices.

Internal/External Collaboration:

* Partners with other peer leaders to develop and refine PGE's Construction Quality Assurance and Operations and Maintenance programs.

* Serves as a liaison between technicians, engineering, and internal/external customers to ensure a high level of satisfaction, safety, and respect.

* Partners with Labor Relations and IBEW to develop a sustainable talent pipeline.

* Contributes to achieving community support of and respect for the company.

Financial Management:

Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.

Resourcing:

Oversees resourcing decisions and planning for team, partners with HR in the definition of jobs, recruitment, evaluation, and selection processes.

Professional Development:

* Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team.

* Provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.

Education/Experience:

Education: Requires a bachelor's degree in electrical engineering or other engineering, construction management or other related field or equivalent applicable union technical/operational experience.

Experience: Prefer eight or more years in the utility industry with five years in a related field, including management/supervisory or other leadership experience.

  • Advanced knowledge of all PGE and Oregon OSHA safety rules.
  • Advanced knowledge of personal protective equipment.
  • Advanced knowledge of department policies, practices, goals and objectives.
  • Working knowledge of applicable collective bargaining agreement(s).
  • Working knowledge of applicable federal and state laws, such as, but not limited to, DOT, ODOT, FERC and OPUC.
  • Working knowledge of Microsoft Office software, customer information systems and other PGE systems.
  • Working knowledge of PGE's geographic service area.
  • Working knowledge of outage submittal process via control center
  • Working knowledge of managing budgets and financial targets

Compensation Range:

$130,900.00 - $243,100.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
