Job Objective:
Oversees and manages control room personnel to ensure safe and efficient operations of oil and gas pipelines in accordance with regulations and company policies and values. Manages the day-to-day pipeline operations of the companies pipeline consistent with the companies' goals and objectives

Essential Job Responsibilities:

  • Manages control center operations on a 7 days per week / 24-hour basis
  • Ensures PHMSA and State compliance with Control Room Management (CRM) regulations and serves as the custodian of the Harvest Midstream CRM plan.
  • Manages the development and application of practices and procedures to ensure safe, reliable, and efficient pipeline operations including Supervisory Control and Data Acquisitions (SCADA) and associated hardware support and communications needed to ensure continued real time monitoring of the pipeline.
  • Identifies training gaps for staff development and works to develop training curriculum.
  • Maintains the Harvest Midstream Pipeline Controller progression plan and coaches/develops talent within the control room personnel team.
  • Ensures and conducts proper training for all Control Room personnel on the correct operations of the pipeline and pipeline CRM regulations.
  • Reviews and monitors shifts, to check for accuracy, daily shift turnover.
  • Works closely with operations, marketing, customers, IT department, management, to ensure delivery of product and maintain the integrity, safety, and continued operation of the pipeline.
  • Participates as the Control Room Representative in pipeline Comprehensive Risk Assessments (CRA), Process Hazard Analysis (PHAs), new pipeline design projects.
  • Serves as the reviewer/approver for the control room for all Management of Changes (MOCs) for pipelines/facilities under DOT/PHMSA jurisdiction.
  • Supports the development of work tools to aid Pipeline Controllers to minimize variable operating costs and to optimize production.
  • Facilitates the audit preparation process of the Harvest Midstream Control Room Management (CRM) plan.
  • Serve as the lead representative during DOT/PHMSA audits for the Control Room Management (CRM) plan.

Other Job Responsibilities:

  • Leads the Integration of newly acquired assets into the existing Harvest Midstream control room structure including SCADA conversion projects
  • Facilitates scope development, project execution, and commissioning of new pipeline leak detection projects including existing pipeline systems and new interconnections.
  • Leads Root Cause Analysis (RCAs) for control room-based pipeline incidents. Also serves as a participant with field-based investigations of pipeline emergencies/leaks.
  • Supports field operations and engineering teams in the commissioning and point-to-point verification of new pipeline stations.
  • Conducts and/or coordinates ongoing maintenance and general housekeeping of the control room.
  • Maintains technical knowledge by attending educational workshops and reviewing professional publications, establishing personal networks, and participating in professional associations.
  • Other duties as assigned by management.

Qualifications:

  • Ten (10) years minimum of oil pipeline control experience, or closely related experience.
  • Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public.
  • Ability to complete multiple, diverse tasks of differing priorities.
  • Develop and maintain a positive working relationship with staff and foster team environment
  • The ability to effectively communicate with others, in both written and verbal communications
  • Ability to operate SCADA or other engineering control loops preferred
  • Prior Supervisory experience preferred.
  • Good administrative and organizational skills.
  • Proficiency in the use and application of the following software: Microsoft Office (Excel, Word & Outlook)

Education Requirements:

  • Bachelor's Degree or 10 years minimum of oil and gas/control room experience in lieu of a degree
    • Engineering/Technical degree preferred
