Job Overview
The Safety, Health, Environmental, and Mission Assurance (SHEMA) Director supports the Consolidated Operations, Services, and Maintenance Infrastructure Contract (COSMIC) for National Aeronautics and Space Administration (NASA) Stennis Space Center (SSC) in Stennis MS and Michoud Assembly Facility (MAF) in New Orleans. This position requires Leadership in a variety of disciplines. The SHEMA Director is responsible for oversight and coordination of Safety, Industrial Hygiene, Health Physics, Environmental, Quality, Training, and the Medical Clinic. Oversees the preparation of reports, regulatory correspondence and negotiations, training, coordination with all departments, oversight of tenant organizations, regulatory review to ensure compliance, audits and inspections, corrective action implementation coordination, engineering design and maintenance operations support relative to regulatory requirements, construction engineering support to maintain regulatory compliance on projects, training of personnel to ensure compliance and support to NASA relating to NASA programs, audits, corrective action, and compliance including identifying potential impacts to NASA operations associated with impending regulatory changes. Responsibilities
Essential Duties & Job Functions:
- Acts as a technical advisor to the General Manager for all matters relating to assigned functional areas.
- Ensures compliance with procedures through inspections, training, and evaluations while keeping abreast of any changes to laws and regulations that impact the organization.
- Achieves operational objectives by contributing information and analysis to strategic plans and reviews; determining system improvements; implementing change.
- Develops plans, procedures, reports, and other required technical documentation necessary for program operations. Oversees compilation and submission of required reports. Monitors the submission of required reports to ensure timeliness, accuracy, and appropriateness; ensures revisions are provided as needed.
- Establishes procedures and processes and implements same.
- Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions.
- Supervises personnel and reviews and validates time sheets for same.
- Monitors spending for adherence to budget, recommends variances as necessary.
- Maintain a safe work environment and perform all assigned duties safely and efficiently.
- Provides expertise to evaluate, plan and determine the most appropriate regulatory compliant and cost-effective approach to resolve issues.
- Oversee and coordinates preparation and submittal of all required contractual and permit reports, applications, and modifications.
- Provides technical insight and input as necessary for NASA, S3, and tenants to ensure compliance.
- Supports audits and inspections by NASA and regulatory agencies.
Job Requirements
Mandatory:
- Bachelor's degree in one of the SHEMA fields/functions.
- At least ten (10) years of experience in one or more of the SHEMA fields/functions.
- Eight (8) years of progressively responsible experience in government contracting with at least (4) years of experience in a Safety, Health, Environmental, and Mission Assurance, or equivalent role.
- Knowledge of Government regulations concerning SHEMA.
- Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint at an intermediate level.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Valid state issued driver's license with acceptable driving record.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
