The Position

The Port of Portland is Hiring for a dynamic
Director of Engineering

Your Role: We are seeking an individual to be responsible for providing strategic leadership and direction to the Engineering department that is consistent with the mission, goals, and objectives of the Port. The Director of Engineering provides overall leadership and management direction for professional engineering, technical, and project management resources required by corporate and operating departments to support design, construction, and maintenance of Port facilities. The position ensures that engineering considerations and perspectives are factored into Port strategic and business planning development. Responsibilities include establishing and maintaining critical links with the Port operating areas, consultants, contractors, and regulatory agencies to ensure successful delivery of Engineering's projects.

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays as business needs allow.

Essential Job Duties

  • Serve as a member of the core leadership team for the Development Services Division, working closely with other directors and the division Chief to provide strategic direction for the overall division, including team building, resource planning, and customer service.
  • Establish and maintain critical links with the Port operating areas, consultants, contractors, and regulatory agencies to ensure successful delivery of engineering's projects in support of the Port's mission and strategic plan.
  • Exercise considerable judgment and influence in terms of consulting/contracting strategies, resource utilization, safety, financing, and Commission support.
  • Ensure that engineering considerations and perspectives are factored into Port strategic and business planning development.
  • Perform overall management of a staff of approximately 80 employees.
  • Provide leadership of the engineering management team responsible for capital project design and construction valued at $50M - $300M annually.
  • Be responsible to the Chief Development Services Officer for overall Port engineering budgets, project delivery, and resource planning.
  • Play a strategic role in the development and delivery of information, including concepts, plans, and critical issues related to high-profile topics with potential significant impact.
  • Influence positively, negotiate, and build consensus with internal and external resources.

Minimum Qualifications

Education and Experience required for this role.

  • M.S. degree in Engineering (civil, mechanical, electrical, or related field) or B.S. with additional four (4+) years professional experience.
  • Minimum of 10 years progressively more responsible experience in Engineering and construction management, including management oversight of complex capital projects; or the equivalent combination of education and/or relevant experience.
  • Licensed professional engineer
  • Valid driver's license: security badge, or ability to obtain security badge, at PDX and/or other Port facilities, which may require a background check.
  • Advanced management expertise leading multi-disciplinary group(s) representing a variety of technical skills or specialties.
  • Experience with laws and policies related to managing personnel, public contracting, capital project financing and environmental issues.

  • Promote safety as a guiding principle and a regular practice in accomplishing work, focusing on safety improvements and complying with safety and health policies and procedures.
  • Weighing the short- and long-term implications of alternate engineering solutions when making decisions.
  • Displays excellent judgment in ensuring engineering perspectives are considered in decisions, including effective communication with Port executives and the Port Commission.
  • Excellent communication skills and assumes a strategic role in developing and delivering concepts.
  • Resolving serious project-related issues and barriers with an in-depth understanding of engineering fields related to capital project implementation.
  • Supervising and leading professional staff, negotiations and consensus building for problem resolution.

Compensation

Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.

SELECTION PROCESS (tentative schedule):
