MTSI is searching for a highly skilled Ground System Engineer / Cloud Architect to support development of first-of-kind space systems and missions. In this position, you will be a government consultant providing your engineering expertise to the Space Rapid Capabilities Office (RCO).

Responsibilities

). The Space RCO program office, located at Kirtland AFB, NM, is a small, streamlined organization with dedicated, organic acquisition support functions: contracting, financial management, human resources, security, program management and technical engineering support that are critical in enabling the rapid response required for classified space programs. The mission is to develop and deliver operationally dominant space capabilities at the speed of warfighting relevance in response to Commander, U.S. Space Command requirements. A successful candidate should be a leader and problem solver with a proven ability to deliver superior results as part of a high performing team in a high-profile, fast-paced environment.

Principal Duty

You will work in a small, highly empowered team where every team member is directly responsible for the success of the program. Responsibilities span technology domains including space rated hardware, software, sensors, and processors in an extremely fast-paced, responsive development environment. This candidate will provide in-depth background on digital engineering and cloud computing architectures to improve program office insight into state-of-the art IC, DoD, commercial capabilities for ground command, control and communication systems for space applications. You must apply advanced principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management and executive leadership.

Government Consultant Role and Responsibilities:

  • Leads or supports technical programs, projects, or tasks whose technical complexity requires engineering oversight
  • Ensures completion of programs, projects, or tasks within estimated time frames and budget constraints
    • Provides input to the government customer concerning risks to performance, schedule, and budget due to either proposed contractor plans or contractor's execution of accepted plans
  • Ensures the quality of the program, project, or task deliverables meet or exceed standards or metrics and assesses such deliverables to ensure that final deliverables will meet the warfighting purpose for which they are intended
  • Responsible for the overall technical/engineering portions of major projects(s) or program(s)
  • Coordinates with multiple partners/agencies to ensure system engineering communities support delivery milestones
  • Collaborate to design and create a multi-level security, hybrid cloud-based (tech stack(s) connecting to cloud) architecture
  • Propose cloud adoption plans, cloud application design, and cloud management and monitoring
  • Ability to work with cloud architecture team and help with cloud migration, Data Security, and deployment strategy in cloud environments
  • Experienced in implementing and overseeing cloud computing strategy, and delivery of cloud solutions
  • Demonstrated understanding of IT infrastructure tools, processes, and practices, including cloud resource provisions, deployment, microservices, and DevOps
  • Ability to work independently within a complex environment to evaluate issues and address questions from the internal and external shareholders about their questions regarding cloud Implementation/Migration
  • Oversees and advises government program management on integration across full spectrum of interfaces, to include coordination with multiple mission partners
  • Oversees program and capability documentation is sufficiently defined to operationally needed levels, oversees configuration and integration working groups, and coordinates with management to ensure interface definitions support delivery milestones
  • Communicate clearly, concisely, and with technical accuracy-oral and written

Qualifications

Required skills:

  • Minimum ten (15) years DoD/IC, or relevant industry work experience
  • Experience with systems integrator processes generally accepted and adopted across US Government acquisitions and operations as guided by DAU and the DOD 5000 series of regulations together with analogous industry standards sourced from IEEE/IEA/ISO, PMI and INCOSE
  • Experience in cloud deployments/migrations.
  • Experience with software development
  • Exceptional and/or unique qualifications in developing, deploying, and maintaining ground mission planning architecture and software
  • Experience in development and fielding satellite ground systems, to include ground entry points, command, control, communication systems, and mission data processing
  • Knowledge of system engineering, development, and manufacturing requirements
  • Experience in DoD program management including program development and transition
  • Experience with Integrated Master Schedules, and risk management, and Model-based systems engineering (MBSE)
  • Must have strong written and verbal communication skills
  • Experience with Statements of Work (SOW) and Performance Work Statements (PWS)
  • Experience with successful, concurrent execution of multiple satellite operations ground system functional areas while executing in a dynamic, changing work environment often requiring a rapid replan, risk triage and baseline of work duties to meet program needs
  • Proficiency translating architecture and CONOPs information into actionable and verifiable E2E requirements across a system's life cycle. Comfortable executing parts of a verification program inclusive of test, demonstration, analysis and inspection.
  • Experience developing, verifying and handing over to operations a fully ready ground satellite operations control system.
  • Ability to create, integrate and successful manage to an integrated master schedule across the family of ground satops functions and systems integrator disciplines

Desired skills:

  • Twenty (20) years of relevant DoD work experience with SAP and/or SCI
  • System Engineering Technical Assistance (SETA) to Government program office
  • Experience with rapid prototyping
  • Experience with integrated air, space and cyberspace capabilities
  • Experience with ACAT I/II level acquisition programs
  • Experience using multivariable optimization in mission planning software systems
  • Experience in planning and executing test campaigns for space ground systems
  • Fluency with IC organizations
  • Experience with CI/CD pipelines
  • Experience with DevSecOps
  • Experience with Agile software development
  • Experience with containerized application development/deployments
  • Experience with container hosting environments (Kubernetes)
  • Experience with service meshs/software defined networks
  • Experience with RMF ATO process
  • Experience with PlatformOne or other Cloud Broker/Managed cloud environment
  • Experience with Infrastructure as Code (IaC)

Education

Minimum Requirements:

  • An applicable engineering degree from a program accredited by the Accreditation Board for Engineering and Technology (ABET) or possess a Professional Engineering license
  • Relevant MA/MS/ME degree

Clearance:

  • Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility (no less than 2 years total SAP and/or SCI environment experience, with 1-year total within last 5 years) and willingness to submit to a Counter-Intelligence polygraph
  • Candidate must maintain a TS/SCI clearance as a condition of employment

Location/Travel Requirements:

  • Full-time, on site in vicinity of Kirtland AFB, NM, and will require travel up to 30% of time within the continental United States
