Responsibilities

Peraton's Procurement Organization is seeking a Procurement Operations Manager. The Proposal Manager will be responsible for, but not limited to, the following:

    Drive execution of P rocurement proposal support across the company, ensuring consistent RFP analysis to submission, alignment with company objectives , and customer needs.
  • Collaborate with Business Development, Finance, Pricing, and Capture teams to create competitive proposals and ensuring proactive purchasing decision-making.
  • Build and maintain strong relationships with key suppliers and subcontractors to develop differentiated procurement capabilities and integrating them into proposal submissions.
  • Assess current supply market(s) based on proposal needs to develop cost-effective and efficient procurement strategies that are supported by price analysis and risk assessments.
  • Leverage Strategic Sourcing and Category Management Agreements and collaborate across Procurement functions to drive proposal execution.
  • Develop and implement best practices for proposal management and procurement processes to enhance efficiency and win rates.
  • Ensure proposals, vendor agreements, and quotes comply with customer requirements, industry standards, procurement regulations (FAR, DFARS), and company policies.
  • Monitor and report on proposal performance metric across Procurement, cost savings and supplier efficiency.
  • Manage and maintain a database of past proposals, supplier agreements, and standard proposal templates.


Qualifications

  • Requires 6+ years of experience with BS/BA
  • 10+ years of relevant work experience may be substituted for degree.
  • Proficiency in MS Office and related software.
  • Experience with Federal and/or DoD supply chain management policies and procedures.
  • Excellent oral and written communications skills, organizational, time management, and interpersonal skills.
  • Experience establishing effective partnerships within and outside the organization.
  • Detail oriented, problem solver who works well under pressure.
  • Customer service oriented professional.

Desired Qualifications

  • Experience with government lifecycle management.
  • Experience with managing budgets.

Target Salary Range

$80,000 - $128,000. This represents the typical salary range for this position based on experience and other factors.
