THE POSITION

The Bureau of Driver Licensing is seeking to fill the position of Administrative Officer 2, who will serve as the CDL Program Manager. This role entails overseeing the administration of Commercial Driver License (CDL) skills testing activities carried out by private organizations and school districts authorized by the Department. DESCRIPTION OF WORK

In this position, you will be responsible for preparing comprehensive written reports detailing the activities of CDL examiners and Third-Party Testing, as well as drafting letters and memoranda to address inquiries from various stakeholders, including the general public, government officials, industry representatives, and others. A solid understanding of contractual compliance and auditing standards is essential, as you will assess the performance of Third-Party organizations in relation to their contractual obligations. You will also oversee the process that allows Third-Party Testing Programs to access the Commercial Skills Test Information Management System (CSTIMS). Additionally, you will evaluate the performance of CDL examiners against established benchmarks and ensure the maintenance of a dependable reporting system for all activities. Your role will involve providing technical support and advocating for driver licensing and safety education initiatives. It is crucial to ensure that all Departmental and PennDOT Maintenance examiners adhere to Federal standards concerning examiner training. You will interpret regulations from the Department's Vehicle Code and maintain updated files on Third-Party operations to ensure compliance with Federal standards. Collaboration with the CDL Third-Party Audit Manager will be key to ensuring that Third-Party Testers and Examiners meet both Federal and contractual requirements.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.
  • This position is eligible for alternate work schedule (AWS) upon successful completion of probationary period.
  • This position will require travel as needed.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Additional Requirement:
  • You must have a Class A Commercial Driver's License with N and P endorsements, with E, L, N, O and Z restrictions removed.
  • You must be able to perform essential job functions.
