The position leads a team of inspectors and coordinates the lead-paint inspections with other departments in the City. Itisresponsibleforusingdataandanalysistoidentifyareaswherethereisaprobabilityofhighleadconcentrations in rental housing and to coordinate inspections in these high-priority geographic locations. Using a data-driven approach,thepositionwillbridgethegapsbetweentheCity'spropertymaintenancecodeandhealthyhomes codes that impact the health of residents. In addition, the role will work to increase capacity within the Housing and Fire Inspections Division and to build stronger relationships between health and licensing inspections. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities

- Develop performance metrics and outcomes, standard operating procedures, and other elements contributing to a successful program.
- Direct Supervision of 2 Healthy Home Inspectors including training, review of work product, field assignments, and performance review.
- Work as a collaborative liaison between the Regulatory Services Inspections Division and the Minneapolis Division of Sustainability, Healthy Homes & Environment.
- Develop a collaborative "health and building maintenance" program between Minneapolis Health and Regulatory Services. Work with managers from departments to build the response and recommend program improvements.
- Perform complex research and data analysis to identify properties of most significant concern as a basis for coordinating joint rental and health department inspections.
- Respond to complaints and inspect assigned buildings or district assignment areas for compliance with the Housing Maintenance Code and related ordinances.
- Perform lead inspections/risk assessments following all state and federal guidelines and City documented methodologies, including regulatory inspections for secondary and primary lead poisoning prevention.
- Perform lead clearance inspections and continued case management to ensure renovation work is completed and complies with local, State, and Federal guidelines.
- Educate, train, and advise property owners and tenants on code requirements to ensure properties can achieve a "lead safe" status.
- Assist Inspections staff in Health and Regulatory Services as needed.
- Investigate housing maintenance code issues by gathering information ,researching technical data, and composing reports of findings.
- Issue corrective orders to remediate ordinance deficiencies. Re-inspect properties on which orders have been issued and work with owners, neighborhood groups, and the City Council in an advisory capacity to remedy violations and bring buildings into compliance.
- Issue administrative citations and compile information for formal complaints, appeals, council hearings, and court.
- Use quantitative data to make recommendations for issuance, suspension, revocation, or denial of rental dwelling licenses and recommend conditions on rental licenses.
- Use quantitative data collected at inspections to prepare documents for referral to a Tenant Remedies Action or Emergency Tenant Remedies Action.
- Prepare and make presentations to the City council and committees on program objectives and outcomes.
- Provide interpretation of code, internal policies, and ordinance requirements for Inspectors, property owners, elected officials, and the public to clarify the purpose and intent of the requirements to secure compliance.
- Develop training plans for Inspectors' professional development, including classroom training, field guides, and ride-a-longs.
- Facilitate inter-departmental dialog between Regulatory Services and Health to enhance the roles of each team in their response to Minneapolis residents as it relates to environmental hazards.
- Initiate and organize collaboration and cross-training opportunities between Housing Inspectors, Fire Inspectors, and Health Inspectors.
- Mentor Housing and Health inspectors in housing maintenance and health-related code requirements through ride-a-longs, site visits, and team development.
- Assist the Housing Management Team in identifying concerns with either the Housing Maintenance Code or policies and procedures related to code enforcement to improve effectiveness.
- Represent the City of Minneapolis at community meetings with neighborhood organizations, NGOs, and other stakeholders and participate in community engagement projects as necessary, including presenting housing- themed public education programs.
- Coordinate partnership activities with external stakeholders to help build the departments and programs.
- Coordinate partnership activities with other City departments to assist in assessing services for owners and tenants of rental properties.
- Act as a liaison between inspection teams, council members, and the media, presenting information about housing activities and programs.

Required Qualifications

MINIMUM EDUCATION: Bachelor's degree in public health, environmental health, housing inspection technology or similar fields. MINIMUM EXPERIENCE Minimum 3 years' experience of code enforcement in one of the following fields: housing maintenance, fire code, building code, health code experience. LICENSES/CERTIFICATIONS:

Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. - Completion of education and examination program to become certified as a ICC Property Maintenance & Housing Inspector.
- Knowledge of and the ability to interpret applicable codes, ordinances, and regulations relevant to the specific work area
