Education and Work Experience:
* Bachelor's degree in Business Administration, Social Work, Public Administration, or related field
* Master's degree preferred.
* Relevant certifications in operations management or nonprofit administration a plus.
* At least six years of relevant experience in Professional Environments; Human Services and operations preferred with at least 3 years management experience. Knowledge of Social Services and Experience working with individuals from a variety of backgrounds and educational levels required.
* Track record of implementing operational improvements and standardization.
* Experience in budget management and resource optimization.
Licenses and Certifications preferred: Driver license. Trauma informed care. Assertive engagement; first aid and CPR; non-violent crisis intervention; peer support; safe driving; civil rights training; bloodborne pathogens training; de-escalation training.
Scope of Position:
The Senior Operations Manager oversees daily operations across multiple shelter facilities, ensuring coordination, consistency, and excellence in service delivery. This role requires a dedicated professional who can maintain operational standards while adapting to the unique needs of each location.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Strategic Leadership:
* Develop and implement standardized operating procedures across all shelter locations.
* Establish performance metrics and monitoring systems to ensure quality service delivery.
* Collaborate with executive leadership to align shelter operations with organizational mission and goals.
* Lead continuous improvement initiatives to enhance operational efficiency and effectiveness.
* Act as a liaison with any private or governmental bodies for contract negotiations, compliance, and service-related issues.
Multi-Site Management Support:
* Coordinate operations across multiple shelter facilities, ensuring consistent service quality.
* Regularly visit all locations to provide hands-on support and maintain visibility.
* Identify and address site-specific operational challenges while maintaining network-wide standards.
* Facilitate resource sharing and best practice exchange between shelter locations.
* Ensure the continued and effective daily operations of the program, problem solve anything that interferes with the program providing service to its participants.
Staff Management:
* Mentor site managers and key staff.
* Coordinate staff scheduling, training, and development across locations as needed.
* Foster a collaborative culture that promotes teamwork and mutual support.
* Conduct regular performance evaluations and provide constructive feedback.
Budget and Resource Management:
* Operate and optimize within operational budgets for multiple shelter locations.
* Optimize resource allocation to maximize impact and efficiency.
* Monitor expenditures and implement cost-control measures as needed.
* Identify opportunities for shared services and economies of scale.
Compliance and Reporting:
* Ensure all shelters meet regulatory requirements and organizational standards.
* Maintain accurate records and documentation for all operational activities.
* Prepare and present regular reports on shelter operations and performance.
* Lead preparation for quality assurance reviews.
* Maintain records compliance with policy.
Crisis and Emergency Management:
* Coordinate cross-site support during critical incidents or resource shortages.
* Serve as key point of contact during emergencies and critical situations.
* Conduct regular drills and training to ensure preparedness.
* Communicate with the Executive Director in a regular manner all the emergent concerns that are outside the scope of the program and position.
Knowledge, Skills and Abilities Required:
* Strong understanding of shelter operations and resident support services.
* Excellent organizational and project management abilities.
* Exceptional interpersonal and leadership skills.
* Proficiency in operations management.
* Strong computer skills for internal digital systems. Strong written and oral communication skills.
* Ability to function with limited direct oversight and/or with limited remote training, must be highly motivated and a self-starter.
* Ability to complete tasks in a timely manner, prioritize multiple requests and demands.
* High level of problem-solving skills to complete the days challenges, critical thinking; sound judgment; and decision making.
* High level of patience, Ability to function and work in a stressful environment Crisis intervention and non-violent mediation skills a plus.
Physical Requirements:
* Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.
* Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead.
* Ability to operate telephone, ability to operate a desktop or laptop computer.
* Ability to lift up to 40 lbs.
* Ability to access and produce information from a computer.
* Ability to understand written information.
* Must be able to drive a motor vehicle and be certified to drive with The Salvation Army.
* Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers.
Working Conditions:
* Regular travel between multiple shelter locations required.
* May need to respond to emergency situations outside of regular business hours.
* Combination of office-based work and on-site presence at shelters.
* Potential exposure to emotionally challenging situations.
