The Senior Director(s) of the Chemicals & Fuels Business Portfolio within Houston reports to the Houston Vice President of Chemicals and Fuels. This description covers two roles, one role focused on Chemicals and the other focused on Fuels opportunities. The director has the primary responsibility to grow and deliver the C&F gross margin targets and ensures the best overall business outcomes. Average annual professional services revenues in the C&F business in Houston are $150MM+ USD and includes projects and portfolios of all sizes and a diverse customer base.

Key responsibilities include:

Directs the successful execution of the pursuit and customer/partner relationship process by:



  • Ensuring, with Business Development, that the pursuit process for project and partnership opportunities has been satisfactorily executed by the appropriate parties on all pursuits.
  • Including pursuit strategy, bid-no-bid decisions as delegated, special risk approvals, contract reviews (both legally and operationally), technical review, commercial review, executive review, and lessons learned.
  • Assigning project management resources in consultation with USGC Project Delivery Services Director.
  • Ensures that the BD-led customer account management zippering plans are being implemented effectively for our business, including direct participation as the operational representative in customer engagement.
  • Own and direct partnership account management plans and partnering due diligence process.
  • Approve and manage proposal spend as delegated for pursuits in business unit.
  • Direct key business decisions during pursuit (e.g., bid no bid, pricing strategies, commercial models).


Directs successful project execution performance by:



  • Guiding team members to ensure that the organization appropriately applies Project Delivery practices and requirements, with special attention to HSE and Quality system standards.
  • Ensuring an appropriate and effective executive sponsorship process is in place for the assigned project portfolio, identifying the right person to fill the role commensurate with the opportunity.
  • Directing commercial performance of projects in the portfolio.
  • Ensuring cash collections for projects is achieving best outcome, by applying sound principles in support of regional/global cash initiatives.
  • Oversee the execution of assigned projects to ensure successful outcomes and to identify and resolve potential problems as early as possible, resolving delivery items through the appropriate delivery manager.
  • Lead the monthly project review cycle, in conjunction with the Houston Director of Project Management


Managing the business by:



  • Ensuring preparation of budgets and forecasts supporting business objectives.
  • Develop and implement annual subsector strategies and business planning.
  • Participates and influences thought leadership in industry specific to the portfolio.
  • Manage execution and business risk.
  • Control C&F overhead as delegated by the Houston Operations Leader
  • Supporting implementation of corporate initiatives.
  • Enforces Delegations of Authority, especially around GID utilization.


Manage our people by:



  • In conjunction with the USGC Line Managers, recruit, develop and retain key resources to deliver the business.
  • Mentor high potential employees.


Extensive experience in management within the engineering, procurement, and construction management (EPCM) sectors, with significant time spent in leadership roles overseeing large, complex portfolios. Experience in multi-cultural, multi-national environments is essential.

Technical Expertise

Demonstrated expertise in managing all phases of portfolio execution, from initiation to decommissioning. Proficiency in systems and processes related to project execution and compliance.

Leadership & Communication Skills

Proven capability to lead large teams and communicate effectively with executive management, customers, and stakeholders. Ability to foster a collaborative, trust-based environment and resolve complex issues diplomatically.

Financial Acumen

In-depth understanding of financial metrics, customer contracts, and project cost structures, with experience in driving cost efficiencies and achieving financial targets.

Safety Orientation

Strong commitment to health, safety, and environmental standards, with experience implementing proactive safety measures and guiding safety culture within large portfolios.

Strategic Planning & Execution

Skilled in developing and implementing long-term strategies, including annual and multi-year business plans that drive continuous improvement and align with sustainable growth objectives.

Risk Management

Experienced in identifying and managing commercial and operational risks, with the ability to develop and execute mitigation plans that align with Worley's risk management framework.
