Summary:
This position functions as a mid-level manager with daily operational responsibilities for all aspects of Financial Counseling including staff oversight and daily operational processes to include financial assistance and Medicaid eligibility screening, insurance premium, copayment, and grant fund assistance, patient estimates, patient liability upfront collections, payment plans, collection of outstanding patient liability, and patient billing statement inquiries.
These activities are for all Shared Service entities within UNC Health Care System, including UNC Hospitals (acute, rehab, psych) which is an academic facility, UNC Rex (community based hospital), UNC Caldwell (community based hospital), UNC Chatham (critical access hospital), managed hospitals, and multiple UNCPN and UNC Rex Physician groups.
Additionally, the Supervisor is responsible for ensuring processes are conducted efficiently and in a high quality manner to meet financial goals and adhere to compliant billing and collections regulations.
Responsibilities:
Educate assigned clinical departments on Financial Counseling operations. Provide consultation services to clinic departments related to improved revenues, and advocate for patient and customer satisfaction. Provide general guidance to staff on Financial Counseling protocols.
Independently, or in collaboration with other teams, develops and implements procedures to optimize revenue generation. Document new or revised procedures and ensures staff and clinical departments are aware of, and properly trained in all procedures.
Manage team projects and participate on intra-departmental projects. Lead or serve on recurring task force teams, project workgroups, special projects, and Patient Access leadership meetings. Develops and implements process improvement plans.
Manages Patient Access as it relates to all aspects of Financial Counseling for HCS Shared Services facilities, including financial assistance and Medicaid eligibility screening, insurance premium, copayment, and grant fund assistance, patient estimates, patient liability upfront collections, payment plans, collection of outstanding patient liability, and patient billing statement inquiries. Ensures that all financial counseling related issues are reviewed, researched, and resolved.
Participates in staff recruitment, hiring and orientation. Selects and appraises employees. Conducts performance evaluations and employee discipline in accordance with UNCHCS policies and procedures. Ensures staff is appropriately trained.
Collaborates with management to perform routine and ad hoc analyses, audits, reporting, and workflow studies as required to ensure revenue optimization. Analyzes findings and presents to clinic department and management.
Provides input to department budget process and monitors to ensure fiscal accountability. Collaborates with management to establish and monitor department goals, metrics, and established productivity measures.
Serve as Patient Access Financial Counseling liaison for all HCS Shared Service owned and managed hospitals and all physician groups related to HB and PB functions. Develop and maintain strong working relationship to educate other facilities across all Shared Service facilities on financial counseling operations.
Supervises the operations of a cross-disciplinary team for assigned areas in accordance with established standards and procedures. Provides direction and oversight to subordinates. Ensures staff complies with relevant regulations, policies and certifications. Maintains employee schedules and attendance records.

Education Requirements:
* Bachelor's degree in a related field (or equivalent combination of education, training and experience).
Licensure/Certification Requirements:
* No licensure or certification required.
Professional Experience Requirements:
* If a Bachelor's Degree: Two (2) years of relevant experience and one (1) year of supervisory experience.
* If an Associate's Degree: Three (4) years of relevant experience and one (1) year of supervisory experience.
* If a High School Diploma or GED: Seven (7) years of relevant experience and one (1) year of supervisory experience.
Knowledge/Skills/and Abilities Requirements:
* *Strong customer service skills/experience *Proficient in time management with superior prioritization skills. *Must be self-motivated and detail oriented with strong analytical and critical-thinking skills *Effective verbal and written communication skills with the ability to professionally present information. *Understanding of overall hospital revenue cycle functions.
