Job Title: Construction Debris Program Coordinator

Department: Engineering

Classification: Non-Exempt

Position Summary: Performs administrative duties to enforce the City of Aspen construction and demolition debris diversion regulations to enforce sustainable building practices that reduce construction waste through recycling and reuse consistent with the organization's values and mission statement.

Supervision Exercised and Received: Position is supervised by the Engineering Plans and Construction Supervisor[MB1] [MB2] .

Essential Job Functions

Permit Review

  • Reviews building permit applications to analyze construction waste diversion plans and determine compliance with the City's Title 29.02 Construction and Demolition Debris Diversion regulation.
  • Administers the City's waste tracking system to track diversion progress. Ensures all tickets, receipts, and evidence of materials diversion is submitted in line with the requirements of Title 29.02 Monitors the waste diversion, recycling, and reuse practices of active permits to ensure building debris is separated for recovery and recorded.
  • Assists applicants in waste diversion planning and provides technical assistance in developing site separation of building materials for reuse. Acts as a resource for permittees to ask questions related to recycling marketplaces and best practices for materials' reuse.
  • Collaborates with the Construction Mitigation team to monitor on the ground compliance and assign verbal warnings, fines, or penalties for noncompliance.
  • Calculates the Diversion Compliance Deposit for applicants and maintain holding, and release of deposits as necessary.

Inspection

* Meets with contractors for preconstruction meetings to review, discuss, and coordinate construction activities. Monitors work sites from time to time to ensure compliance. Maintains permit status reporting. Reviews, analyzes, and interprets waste diversion compliance with approved plans to determine whether a certificate of occupancy should be issued.

* Analyzes diversion total summary prior to building inspections, and final inspections, to determine code compliance and provide approval for project continuation.

Enforcement

  • Reviews, analyzes, and interprets Title 29.02 to ensure compliance.
  • Manages the enforcement of codes, regulations, engineering standards, and development controls.
  • Coordinates and conducts on-site investigations and field observations.
  • Educates violators about observed conduct.
  • Prepares litigation to enforce code and control regulations.
  • Issues Notices of Violation of City Municipal Code, construction mitigation plans, and permit non-compliance.
  • Prepares investigative reports for Notices of Violation and monitors report status.

Coordination

* Coordinates with City departments to manage waste diversion of construction activities within City limits.

* Coordinate with Engineering staff to update Title 29.02 as needed.

Minimum Qualifications:

Education: Associate's Degree in Construction Management, Sustainability, or Environment

Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.

Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.

Management:

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate:

* Bachelor's Degree in Construction Management, Sustainability, or Environment.

  • Experience in working, communicating, and training diverse audiences.

NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours:

* Regular full time, hours may vary with workload. Flexible days and hours may be allowed upon supervisor's approval.

* Evenings/Weekends may be required depending on department needs and special projects. Occasionally (monthly) will be required depending on department needs and special projects.
