We are seeking a Senior Financial Analyst to support the Defense Innovation Unit's Commercial Operations Team reporting to the Secretary of Defense. DIU's Commercial Operations is a component dedicated to fostering innovation and collaboration among DoD Mission Partners, Academia, Industry, new ventures & entrepreneurs, private capital investors, and other national security stakeholders to solve some of the most complex challenges facing the nation.

The ideal individual will have the ability to exercise good judgment in a diversity of situations, with excellent written and verbal communication, analytical, interpersonal, and organizational skills, and the ability to maintain a realistic balance among multiple priorities and equities in a high-tempo environment serving DIU's mission.

The successful candidate will build ongoing rapport and interact seamlessly with a professional demeanor across a broad range of individuals including members of the Senior Management Team, government contractors, Federal civilian and military employees, and cross-government stakeholders. The role is expected to handle exquisitely highly sensitive, confidential, and institutional information while exercising professionalism and discretion.

SUMMARY:

The Senior Financial Analyst will be responsible for managing and analyzing the financial resources allocated to various programs and projects. This role requires a deep understanding of government budgeting processes, compliance regulations, and the ability to provide detailed financial reporting and analysis that supports strategic decision-making and ensures the effective use of program funds. The Senior Financial Analyst will contribute to the development of budgets, financial forecasting, and compliance with government policies, regulations, and standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

* Financial Planning & Analysis (FP&A) Support:

o Support the development of, and maintain multi-year financial forecasts and budgets for government programs and projects.
o Collaborate with program managers and department heads to ensure financial plans align with organizational goals and available funding.
o Monitor financial performance against budgeted amounts, identifying variances and providing actionable recommendations to ensure compliance with allocated resources.

* Budget Development & Administration Support:

o Review funding requests and work closely with other government agencies to allocate resources appropriately.
o Ensure that budgets align with legislative mandates and statutory funding levels.

* Government Financial Reporting & Compliance Support:

o Prepare financial reports, analysis, and statements in accordance with Governmental Accounting Standards Board (GASB) and other relevant regulatory frameworks in support of DIU leadership.
o Coordinate the timely submission of financial reports to DIU leadership, ensuring compliance with auditing requirements and public transparency standards.
o Ensure that all financial activities comply with relevant government laws, regulations, and policies (e.g., Federal Acquisition Regulation (FAR), OMB Circulars).

* Ad Hoc Analysis & Decision Support:

o Provide financial insights and recommendations to senior management regarding budget adjustments, funding allocations, and program cost effectiveness.
o Conduct special financial studies or ad hoc analysis to support new program initiatives, policy changes, or operational improvements.
o Assist in preparing cost-benefit analyses and financial risk assessments for proposed projects and initiatives.

* Audit & Internal Controls Support:

o Collaborate with auditors during financial audits, ensuring all financial activities are transparent, well-documented, and in full compliance with government regulations.
o Monitor internal controls and recommend improvements to reduce the risk of financial mismanagement or fraud.
o Prepare and review audit schedules and documentation to support government audits.

QUALIFICATIONS:

Experience, Education, Skills and Abilities:

* 5+ years of experience in financial analysis, budgeting, or financial management within a government or public sector environment.]

* In-depth knowledge of government accounting principles, budgetary procedures, and financial reporting requirements.

* Experience with federal, state, or local government financial systems and reporting frameworks (e.g., OMB Circulars, GAAP, GASB, FAR).

* Prior experience in supporting budget preparation, monitoring, and financial reporting for government-funded programs or projects.
