Job Summary

#CA-PS

Within the Tahoe Environmental Research Center (TERC), the Environmental Planner will liaise with the project lead and other project members for the planning, installation, and operation of a Hypolimnetic Oxygenation System (HOS) in the Oaks Arm of Clear Lake, CA. In coordination with the project lead and the UC Davis Design and Construction Management Department, the appointee will identify and procure all permits (federal, state, local) for the compliance of the project (including the California Environmental Quality Act, CEQA), coordinate with Real Estate Services, Risk and Safety Services and Environmental Planning to develop agreements, coordinate with Procurement and Contracting Services to develop contracts, manage and coordinate the selection of the engineering contractor for the system design and construction, and oversee the engineering contractor work (design & construction). In liaison with the project lead, the appointee will coordinate UC Davis team meetings, ensure that sponsor deliverables and project timeline are met, coordinate and communicate with the stakeholders (HOS Advisory Group), support communications with specialized groups (Blue Ribbon Committee, BRC), attend BRC and other meetings as necessary, coordinate with local partners (e.g. Lake County, Water District, Tribes), prepare technical reports with project updates quarterly, and advise on supporting materials for articles, produce white papers, and conference presentations.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Professional engineering license for State of California.
  • Bachelors Degree in Civil or Environmental Engineering, with at least 5 years of significant experience and leadership in environmental planning and project management and execution.
  • Experience with policy and regulatory projects.
  • Experience managing and implementing water quality projects.
  • Experience engaging and facilitating stakeholder groups.
  • Exceptional writing, communication, and assessment skills. Computer experience including Office, and any coding language.

Preferred Qualifications

  • Master's or PhD in Civil or Environmental Engineering.
  • Experience developing and delivering recommendations for planning needs.
  • Experience or aptitude to complete environmental impact assessment documents and comply with regulatory requirements.
  • Skills to compile complex data and information, draft formal documents and produce comprehensive reports.

Department Overview

The Tahoe Environmental Research Center (TERC) is a Special Research Program (SRP) under the Office of Research. TERC is located at both Lake Tahoe and on the Davis main campus, and has approximately 30 staff, affiliated faculty, and students affiliated faculty, professional researchers, adjunct professors, academic and staff support personnel from all colleges and schools on the UC Davis campus. TERC is dedicated to research, education and public outreach on lakes and their surrounding watersheds and airsheds. TERC provides critical scientific information to help understand, restore, and sustain the Lake Tahoe Basin and other lake systems worldwide. TERC conducts environmental research in aquatic and terrestrial environments at Lake Tahoe, and multiple other locations throughout California and globally. Department Specific Job Scope

The Planning Specialist is an experienced professional who leads the review process for a complex extramural project through writing environmental review documents, directing consultants, coordinating notifications and regulatory requirements for the California Environmental Quality Act (CEQA), and maintaining planning documentation materials. Responsibilities also include collaborating with campus units to coordinate the environmental review process, prepare environmental approval documents, advise on potential environmental impacts, and advising on environmental regulatory requirements and interacting with consultants and members of the public related to outreach for environmental planning efforts.

Work Environment
