Position Summary

We are seeking an experienced and mission-focused Program Manager to lead the execution of the Next Generation Constructive (NGC) Synthetic Training Environment Software (STE-SW) effort. The chosen candidate will be employed on a full-time basis, primarily on an on-site basis. This role will oversee planning, coordination, execution, and reporting across all aspects of the program-including integration, testing, stakeholder engagement, and cloud-based software delivery. The ideal candidate will have a strong background in defense acquisition, software systems integration, and cross-functional leadership within complex, multi-vendor environments.

This position is contingent upon contract award.

What You'll Do



  • Lead the end-to-end execution of the STE-SW NGC effort, ensuring alignment with Government objectives, scope, schedule, and quality requirements.
  • Serve as the primary liaison with Government stakeholders, including PEO STRI, ECMA, PEO C3T, and other integration partners.
  • Oversee the planning and management of integration, test events (e.g., STPs), and system readiness milestones leading up to Warfighter 27-1.
  • Manage agile sprint cycles, backlog prioritization, and coordination across multiple software vendors and capability providers.
  • Ensure compliance with DoD cybersecurity standards (e.g., IL5/IL6, RMF, ZTA), and support governance alignment and documentation.
  • Coordinate delivery and integration of modular software, cloud infrastructure, and CDS-enabling technologies.
  • Develop and manage program plans, risk registers, issue tracking, and performance metrics using modern program management tools.
  • Lead program reviews and provide regular status updates to internal leadership and Government stakeholders.


Requirements and Qualifications:



  • Bachelor's degree in Engineering, Computer Science, Systems Management, or a related field (Master's preferred).
  • 10+ years of experience in program or project management within DoD acquisition, training systems, or software-intensive programs.
  • Proven experience managing large-scale integration and testing efforts across distributed and agile teams.
  • Working knowledge of the Joint Exercise Life Cycle (JELC), LVC training environments, and modeling and simulation (M&S).
  • Experience managing programs with cloud migration, DevSecOps, and cross-domain security requirements.
  • Familiarity with DoD standards such as DISR, RMF, and CJADC2 interoperability goals.
  • Excellent communication, collaboration, and stakeholder management skills.
  • US citizen
  • Active DoD Secret clearance required; TS/SCI eligibility preferred.


Preferred Qualifications:



  • PMP, DAWIA Level II/III, or Agile certification (e.g., SAFe, Scrum Master).
  • Experience supporting synthetic training environments or STE-SW capabilities (e.g., NGC, TSS, TMT, RVCT, OWT).
  • Experience working with ECMA, PEO STRI, or PEO C3T program offices.
