Primary Purpose of Organizational Unit |
The Cecil G. Sheps Center for Health Services Research seeks to improve the health of individuals, families, and populations by understanding the problems, issues, and alternatives in the design and delivery of health care services. This is accomplished through an interdisciplinary program of research, consultation, technical assistance, and training that focuses on timely and policy-relevant questions concerning the accessibility, adequacy, organization, cost, and effectiveness of health care services, and the dissemination of this information to policymakers and the general public.
We are seeking a Data Systems Manager to work with the Program on Health Workforce Research and Policy at the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill. The Health Professions Data System Team (

Position Summary |
The Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill is recruiting for a Data Systems Manager to work with the Program on Health Workforce Research and Policy.
The Data Systems Manager will
* Design and manage a PostgreSQL-based relational database to store and harmonize over 20 years of annual licensure data, including data normalization and schema design.
* Automate processes using tools like Python to transform raw flat files into structured data for the database.
* Translate legacy
SAS code from the existing data pipeline and adapt it for the newer
RDBMS-based system.
* Continue to process annual licensure data using legacy
SAS pipeline until
RDBMS focused pipeline is stable.
* Maintain documentation for annual and longitudinal licensure data, including schema and data processing workflows.
* Perform data cleaning and analysis using programming languages (e.g., Python, R, Stata,
SAS).
* Provide quality assurance checks and audits of data reports; identify and propose solutions to data issues and changes.
* Collaborate with licensing boards and external organizations to troubleshoot dataset issues and clarify data sources.
* Communicate issues and findings to investigators and team members, using email, presentations, data visualizations, etc.
* Manage project timelines, deliverables, and completion of required project objectives.
* Work with interdisciplinary team to improve and maintain data systems to manage and compile datasets. |
Minimum Education and Experience Requirements |
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity, will accept a relevant Bachelor's degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. May require terminal degree and licensure. |
Required Qualifications, Competencies, and Experience |
* Experience in data management and analysis
* Experience in the design and management of relational databases for research data
* Strong understanding of best practices in data management and documentation
* Proficient in coding and analysis software tools such as Python,
SQL, Stata, or
SAS. |
Preferred Qualifications, Competencies, and Experience |
* Five years of experience in data management and analysis
* Experience managing teams or other analysts
* Ability to quickly and easily learn new software
* An analytical mindset for solving problems
* Demonstrated data management and documentation experience
* Experience cleaning and merging data
* Strong interpersonal and collaboration skills
* Strong oral, written communication, and presentation skills |
