Job Overview: We are seeking an experienced and forward-thinking Technical Contract Project Manager to lead complex IT and innovation projects within a federal contract environment. This role is responsible for end-to-end project oversight-from planning and execution to stakeholder engagement and performance monitoring. The Technical Contract Project Manager will work collaboratively across IT, business, and federal teams to ensure all projects align with strategic goals, adhere to regulations, and are delivered on time and within budget. A strong background in Agile, cloud technologies, and stakeholder communications is essential. The role also involves leveraging emerging tools like Microsoft 365 Copilot and Generative AI to drive operational efficiency, process improvement, and innovation.

Key Responsibilities

Project Leadership and Execution



  • Lead full lifecycle project management (initiation through closure) for enterprise IT and innovation-focused initiatives, including cloud infrastructure, application modernization, and user support services.
  • Develop and maintain comprehensive project plans including scope, schedules, deliverables, risk mitigation strategies, and resource allocations.
  • Facilitate Agile ceremonies (e.g., sprint planning, standups, retrospectives) and manage product backlogs and user stories aligned with client goals.
  • Manage cross-functional project teams, vendors, and stakeholders across local offices.
  • Provide after-hours and on-call support for critical systems as needed, including weekends and federal holidays.


Stakeholder Engagement & Governance



  • Serve as the primary liaison between federal customers, IT teams, vendors, and internal leadership, ensuring clear, continuous, and effective communication.
  • Lead requirement gathering sessions, user interviews, and stakeholder meetings to define business and technical needs.
  • Participate in governance meetings and ensure compliance with client-specific project management policies, FISMA, Section 508, and other federal standards.
  • Prepare and deliver detailed status reports, project updates, performance dashboards, and risk assessments to executive leadership and Contracting Officer Representatives (CORs).


Innovation, AI & Process Improvement



  • Drive process optimization through data analysis, business process redesign, and quality assurance (QA) testing.
  • Spearhead pilot initiatives for emerging technologies using Human-Centered Design (HCD) and Agile methods under the Design Intelligence framework.
  • Integrate Generative AI tools (e.g., Microsoft 365 Copilot) into project management workflows to automate documentation, reporting, meeting summaries, and decision support.
  • Train and guide teams in prompt engineering and the effective use of AI technologies to boost productivity, collaboration, and service delivery.


Operational Oversight & Team Management



  • Oversee daily operations of support teams providing IT services and enterprise support, ensuring high standards of performance and customer satisfaction.
  • Coach, mentor, and assess staff performance; identify training needs and support professional development.
  • Ensure compliance with mandatory training requirements and maintain comprehensive documentation for audit and governance purposes.


Qualifications



  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field.
  • 8+ years of experience in project management, with at least 5 years managing federal IT or cloud infrastructure projects.
  • PMP project management certification required.
  • Familiarity and can demonstrate ITIL practices and enterprise service management tools required. ITIL Certification strongly preferred.
  • Experience managing innovation initiatives and digital transformation programs in a federal environment.
  • Certifications in cloud platforms (e.g., Azure Administrator Associate) preferred.
  • Certified Scrum Master (CSM), Product Owner, or SAFe certifications preferred.
  • Proven experience with Agile methodologies (Scrum, SAFe) and tools like Microsoft Teams, Planner, Azure DevOps, or ServiceNow.
  • Strong understanding of cloud technologies (Azure, AWS), virtual environments, backup systems (e.g., Cohesity), and enterprise platforms (.NET, SharePoint, SQL Server, IIS).
  • Excellent communication, leadership, problem-solving, and analytical skills.
  • Demonstrated ability to manage multi-vendor environments and resolve complex, cross-functional issues.
  • Experience with Microsoft 365 Copilot and Generative AI tools, including crafting effective prompts and training others to use AI-enhanced workflows.


Compensation and Benefits

The projected compensation range for this position is $160,500 to $195,000 per year benchmarked in the Washington, D.C. metropolitan area. The targe salary for this position is $175,000. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
