Manager, Project Controls
Job Description Westat is an employee-owned corporation providing research services to agencies of the U.S. Government, as well as businesses, foundations, and state and local governments. Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC.
Westat is seeking an experienced and highly skilled Manager, Project Controls, to join its Financial Planning & Analysis team. As a manager, you will play a pivotal role in guiding our sectors, practices, and projects drive towards financial compliance and results. The ideal candidate will bring a deep understanding of financial management principles, government regulations, and a proven track record of successfully overseeing revenue recognition, corporate reporting functions and indirect costs management.
This role is based out of Rockville, Maryland (and Bethesda starting in the Fall of 2025) and will be eligible for a hybrid work arrangement requiring 1-2 days onsite each week.
Job Responsibilities: Under the oversight of the Sr. Manager, Project Controls:
- Assist with the management of our Project Control Team including activities associated with Estimates at Completion (EACs), monthly revenue recognition, forecasting, at-risk authorizations, and monthly financial reporting.
- Provide sector, practice and project financial analysis and reporting with the ability to clearly communicate with various levels of management.
- Perform analysis of operational risks, opportunities and mitigation plans. Interface with leadership on program execution performance and business-related activities providing recommendations and solutions in various reviews and meetings.
- Participate in building a culture that is team-oriented and committed to financial excellence through mentoring, training, and assisting to develop program and finance staff.
- Support the development of new processes, tools, and reports that add value to the decision-making process of the business.
- Assist with the corporate annual planning process, quarterly forecasts, and quarterly business reviews.
- Assist with establishing and maintaining business management controls to ensure compliance with FAR, CAS, Contracts and Purchasing Teams.
- Other responsibilities as delegated/assigned by the Sr. Manager, Project Controls or the CFO.
Basic Qualifications:
- Bachelor's degree in related business field and at least 10 years of progressive finance managerial experience in Federal Government Contracting.
- Advanced demonstrated knowledge of financial concepts, including modeling, financial planning and analysis, budget formulation, financial analysis, and general business operations.
- Advanced demonstrated experience identifying and implementing process improvements, improving internal controls, business process efficiencies and developing and implementing associated training.
- Experience with Deltek Costpoint, Cognos, and TM1 or similar project forecasting tools.
- Demonstrated experience leading remote and hybrid teams.
- Demonstrated communication and collaboration skills with all levels of the organization (i.e. peer, Vice-presidents, C-Level, Board, etc.)
Preferred Qualifications:
- Excellent organizational skills with proven ability to independently establish priorities, manage projects, and execute complex business and financial assignments.
- Detail-oriented.
