Position Summary Provides EHS compliance expertise across the Western Region portfolio. Oversees the development, implementation, and continuous improvement efforts associated with with all EHS regulatory requirements for Western Region. Oversees and approves annual Consent Decree reporting to the District Attorney's of California. Guides, teaches, audits, and mentors team members to create an EHS culture consistent with company expectations. Provides Western Division leadership with advice and counsel concerning EHS compliance. Oversees and controls all Environmental Management System compliance for Western Division. Interacts with EHS agencies across Western Region, (OSHA, EPA, CUPA, DTSC etc). Duties and Responsibilities
- Audits EHS compliance plan progress across the western region.
- Responds to complaints, conducts investigations and recommends solutions to minimize EHS opportunities.
- Creates and updates Hazardous Material Business Plans, five year tank inspection requirements and other EHS regulatory required information for CERS locations.
- Oversees and ultimately approves Consent Decree compliance for CA
- Manages EHS Management System requirements for Wester Region
- Manages EHS function for Western Distribution Centers
- Ensure compliance with all local, state and federal laws including OSHA, Hazmat, DOT, etc.
- Maintain responsibility for all relevant records, programs, policies, procedures, hazard communications, rules, regulations and documentation related to the function
- Implement and drive environmental, health and safety best practices across the organization and ensure best practices are being followed in all locations
- Serve as representative of the company with a variety of external entities including Federal, State and local agencies as well as customers, suppliers, vendors and industry groups
- Provide technical expertise, strategic leadership and support to field operations on regulatory compliance issues in EHS
- Provide oversight of field audits related to EHS topics
- Responsible for Emergency Response activities
- Provide direct oversight and remediation of all notice of violations (NOV), tickets and permit violations, conduct deep dive root cause/corrective action analysis of any NOVs, tickets and permit violations and work with Operations to prevent future non-compliance conditions
- Own the continuous improvement of the company's safety culture including processes, tools and technology
- Conduct deep dive root cause/corrective action analysis on safety issues
- Manage annual budget and approval of expenses
- Other duties as assigned
Knowledge, Skills, and Abilities
- Bachelor degree in Environmental Health Science, Safety Engineering or a related field is required
- Master degree is preferred
- Minimum 10 years of experience in EHS including senior leadership responsibilities is required
- Excellent verbal and written communication skills are required
- Ability to effectively communicate at all levels of the organization as well as with external organizations is required
- Experience with OSHA, Hazmat and DOT compliance is required
- Exceptional negotiation skills
- Willingness to work hard in a demanding, fast paced and dynamic environment
- Ability to work independently and collaboratively as a leader and trusted colleague
- Ability to meet hard deadlines while managing multiple tasks, projects and team members
- Must be highly organized, able to prioritize and effectively manage time
