The Quality Control Manager (QCM) shall have overall responsibility for the contractor's quality control management program. The designated QCM shall be stand-alone and not dual-hatted. It is allowable for the designated QCM to be a qualified prime or subcontractor personnel. However, if the designated QCM is subcontractor personnel, the contractor shall demonstrate, in their proposal, the chain-of-command, and clearly state their understanding of the CMM (prime contractor) being ultimately responsible for the management and execution of the Quality Control Program. If the duties of the QCM are fulfilled as an additional responsibility (i.e., dual-hatted assignment), these collateral duties shall not overcome, inhibit or restrict the effective administration of the Quality Control Program. The QCM, or designated alternate, shall be present on-site, at a minimum, during the facility's normal duty hours. The QCM shall be responsible for implementing and assuring that both contractor and subcontractor personnel follow the requirements of the contractor's Quality Control Plan (QCP). The QCM shall monitor the performance of the QC activities in all other work centers covered by the task order and shall provide remedial training as necessary to the responsible personnel at other locations. RESPONSIBILITIES AND DUTIES:
- Perform all duties in accordance with the Operations and Maintenance Performance Work Statement.
- Develop, implement, maintain, and enforce the site-specific Quality Control Plan (QCP) in full accordance with the Performance Work Statement (PWS) and contract requirements.
- Identify corrective and preventive actions and perform follow-up activities.
- Prepare quality procedures for various site locations.
- Prepare minutes of meetings.
- Collect and input data from various sources into electronic spreadsheets for graphing and trending.
- Use word processing programs, or other database programs.
- Liaison for the Quality Director with Corporate offices, project sites and customer agencies.
- Typing, data entry, document printing, copying, assembly, faxing, scanning, and filing.
- Preparation and documentation of quality plans, policies, procedures and summaries.
- Assist the Quality Director in the implementation, maintenance and documentation of the organization's quality programs, including ISO 9000 quality systems.
- Perform quality orientation, training programs, quality audits and inspections.
- Ensure adherence to the QC inspection frequencies mandated by the PWS for preventive maintenance, unscheduled maintenance (routine, urgent, emergency), and high-risk systems.
- Travel to site locations for quality-related duties.
- Document and record control.
- Subcontractor selection and evaluation, program coordination and documentation in database.
- Independently inspect standardized procedures, items, operations and/or contract requirements for compliance at various sites.
- Independent record keeping and preparation of reports, inspections and testing.
- Interpretation of plans, contracts and specifications and observation of activities to check adherence to quality, safety, and contract practices and requirements at various sites.
- Prepare, coordinate, and document performance and management reviews.
- Assist other departments and sites in meeting contract or quality requirements, as required.
- Maintain the confidentiality of sensitive quality and company proprietary information.
- Promote quality awareness.
Job Requirements: Required to be present on-site during the facility's normal duty hours (currently 0730-1630, Monday-Friday, excluding federal holidays). Knowledge, Experience and Skill Requirements
- Minimum two (2) years of experience in quality control evaluation and reporting in construction or facility management, AND minimum two (2) years of experience working in comparably sized health care facilities.
- Experience to include (but not limited to) managing the overall quality program, deficiency identification/correction, and analyzing performance data to correct and improve performance.
- Proficient in Microsoft Office programs including Word, Excel, PowerPoint, Outlook required.
- Ability to work independently and under stressful conditions and deadlines with dependable outcomes required.
- Ability to travel via air or ground transport on short notice required.
- Ability to travel 30% or more required.
- Ability to maintain military gate pass access is required.
- Ability to rapidly adapt to changing work.
- Ability to read and write fluently via hardcopy or electronically in English required.
Licenses and Certification: Required: High school diploma/GED or higher education.
- Valid driver's license.
- QCCR - Certification from Quality Control Representative, CQPA - Certified Quality Process Analyst, CQA - Certified Quality Auditor, or CMQA - Configuration Management Quality Assurance.
Preferred:
- Certification in one or more of the disciplines: Quality Inspector/Quality Process Analyst/Quality Technician.

Physical Requirements: Employee is regularly required to sit; use hands to handle or feel and communicate effectively. Frequently required to reach with hands and arms and occasionally is required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Must be able to pass background check.
