Note: WSSU campus police is awarding a minimum bonus of $5,000 to attract highly effective law enforcement professionals. This bonus will be awarded after individuals complete the field training officer program, including all certification requirements set forth by North Carolina Training and Standards.
Additionally, a second bonus of up to $3,500 may be awarded at the end of year two.
This is first-line supervisory or managerial law enforcement work at a University campus or other State facility. With full powers of arrest, employees enforce the laws of the State and the United States Government. Employees have law enforcement authority ranging from traffic control to criminal investigations within a limited geographic jurisdiction. Work involves supervision and/or management of a unit of officers or other Departmental personnel in their responses to routine calls, emergencies, and other law enforcement services provided. Employees evaluate appropriateness of officer responses; designate assignments; direct needed resources; and interpret laws, ordinances, and Department policies and procedures. Duties may include orientation and training of officers, inspections of officers and/or other Departmental personnel on a shift, conducting pre-shift briefings, review of all reports and investigations accomplished during a shift, activity coordination, discipline, conducting performance reviews, and providing input concerning operational planning.
Management will also consider candidates whose education and experience align with the qualifications for Police Supervisor II and Police Supervisor
III, as outlined below:
Police Supervisor II: 3 years of experience as a Police Supervisor with the agency. At the discretion of the campus hiring authority, documented service as a sworn law enforcement officer at a substantially equivalent classification (rank) may be accepted for lateral hires from outside agencies. Current certification from NC
CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.
Police Supervisor III: 6 years of experience as a Police Supervisor with the agency. At the discretion of the campus hiring authority, documented service as a sworn law enforcement officer at a substantially equivalent classification (rank) may be accepted for lateral hires from outside agencies. Current certification from NC
CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.
Knowledge - Technical
Analyzes situations and allows exceptions to policy. Researches and writes operational policy and procedure. Assists members in mapping career plans. Interprets and explains university policy. Oversees crime scene control and initial investigations. Coordinates officer scheduling to ensure adequate coverage of assigned areas. Provides statistical data to assist Patrol Commanders in strategically deploying Officers and security personnel in certain locations during peak times.
Sergeants must be competent to train and mentor subordinate officers, provide guidance and leadership and ensure training is properly documented. Additionally, this position will write and disseminate policies, procedures, and instructions, develop standards, and document personnel records. This position is responsible for performing analytical and administrative work with minimal supervision. This includes ability to send emergency alerts, complete officer time records, review and approve reports, conduct a daily roll call, submit a daily watch report and serve as the on-duty watch commander as appropriate.
Must be physically able to take command and control in an emergency situation. Investigates traffic accidents with property damage and minor personal injury including more detailed diagrams and basic measurements, with minimal assistance.
Demonstrates proper officer safety techniques when dealing with motor vehicle stops, subjects, suspects, suspicious persons, and arrestees, including higher-risk situations. Demonstrates ability to function as a chemical analyst while processing a
DWI arrest. Operates and appropriately uses latent print kits and Narcotic Test Kit as needed. Operates speed detection devices (radar). Understands campus crime activities and trends. Conduct juvenile detentions, interviews, and referrals to community resources, court counselors, parents/guardians, etc. Performs basic processing of crime scenes. Requests proper assistance with more demanding crime scenes. Conducts investigations of misdemeanors and less serious felonies. May act as a team leader under Incident Command. Provides on-site support and proper referrals to victims of crime or others needing assistance due to some trauma or distress based on interactions and observations. Makes recommendations through the chain of command for crime prevention and campus safety-related solutions based on self-identified problem areas
Conducts appropriate vehicle inspection at the beginning and end of each shift (includes reporting damage; properly maintains and accounts for all vehicle equipment; properly operates basic vehicle equipment (in-car cameras, police radio, emergency lights, and siren and in-car computer/modem.; operates and appropriately uses fire suppression equipment, digital camera, and flares; operates the following equipment safely and effectively and in compliance with policy/law: Firearms, Baton, Handcuffs, OC spray, Body Worn Camera, Hand-held radios, Office computers for word processing and other required software and Mobile Data Terminals.
Communication
Approves documentation for submission to Records Section. Researches and prepares written analysis of comprehensive issues. Prepares and conducts presentations. Promptly and appropriately initiates and responds to internal correspondence relating to operational issues. Demonstrates the highest level of professionalism while maintaining the ability to communicate clearly and concisely in stressful situations.
Ability to effectively communicate with staff daily through interpersonal interactions and written documentation. Ability to employ formal conflict resolution and mediation skills.
Organizational Awareness and Commitment
Evaluate special events by observation and event-after-action reports to ensure proper
manpower and equipment were on hand.
Monitors patrol squad operations by reviewing incident reports, operation reports, arrest reports and warrants to ensure that correct procedures are followed in accordance with NC General Statutes, University Policies and Procedures, and University Police Department Policy.
Receive university activities and facility reservation requests and meet with the University Scheduler of campus events. Participates in periodic reviews, discussions, or revisions of the Department's vision, mission and core values.
Demonstrates understanding of criminal trends and how they relate to the community. Guides officer actions based on trends. Interprets and explains criminal data to officers. Meets with University groups to understand concerns and provide education about the Department and of crime prevention. Thoroughly understands organizational reporting structures within the Department and University.
Problem-Solving
Ability to assist officers with difficult or unusual situations.
Ability to analyze and resolve problems through informal discussions and formal procedures.
Conducts building vulnerability analyses utilizing Crime Prevention through Environmental Design (
CPTED) guidelines. Develops and implement detailed action plans to address environmental crime prevention issues. Initiates and plans selective traffic enforcement activities like traffic surveys, checkpoints, and educational programs.
Utilizes crime statistics data and reports to determine the action to address identified crime trends. Uses proper questioning techniques to obtain readily available information from witnesses, victims and suspects. Establishes and secures a crime scene. Records facts and prepares reports to document preliminary and follow-up investigations. Diagnoses the offenses based on the information obtained during the investigation and takes appropriate action.
Properly execute search and arrest warrants. Testifies in court to provide evidence or act as a witness in traffic and criminal cases or Grand Jury hearings. Develops prosecution summaries with assistance as needed. Complies with student conduct requests and testifies as a witness at student hearings. Follows established procedures for submission of evidence. Provides assistance and emotional support to others, including referral to support agencies. Investigate traffic crashes to determine causes and criminal violations as assigned. Completes all documentation prior to going off-duty using the appropriate forms. Successfully investigate criminal acts. Ability to investigate traffic accidents involving property damage and minor personal injury. Arrests and processes are suspect through the appropriate procedures. Responds to calls, recognizes situations quickly and objectively determine appropriate actions. Demonstrates ability to function as Chemical Analyst while processing a
DWI arrest. Identifies suspicious individuals, incidents and vehicles.
Administers follow-up case assignments. Analyzes cases to identify trends, assign cases, and develop prevention programs. Monitors and reviews operations to ensure compliance with the law, Departmental directives and University policies. Identifies, investigates, and recommends disciplinary corrective action for serious Internal Affairs investigations. Conducts review of Use of Force incidents. |
