Responsibilities

The Customs Compliance Specialist provides critical expertise to ensure the company's global trade operations meet all import regulatory requirements. The role includes researching, interpreting, and applying international trade laws and CBP regulations to company processes. This position is responsible for managing accurate reporting and documentation, conducting comprehensive compliance audits of trade transactions, and partnering with internal and external stakeholders to mitigate trade risk. The Customs Compliance Specialist serves as a key subject matter expert and advisor to leadership, helping shape corporate trade compliance strategy for all US trade operations.

Essential Duties and Responsibilities:

  • Verify accurate classification across a wide range of Keysight's products
  • Review and audit import customs entries
  • Perform OGA/PGA reporting as required to ensure regulatory compliance and entry filing.
  • Work directly with customs brokers to ensure timely and accurate filings and customs clearance.
  • Partner with logistics, Export Control teams, and other cross-functional teams to ensure compliance with all import regulations.
  • Perform post-entry audits and corrective actions as needed (e.g., Post Summary Corrections, protests).
  • Stay current on global trade compliance trends, regulatory updates, and industry best practices.
  • Participate in and lead special audit projects and process improvement initiatives related to trade compliance.
  • Ensure robust record-keeping in line with CBP's requirements and internal company policy.
  • Enhancing efficiency and effectiveness of customs compliance processes by identifying areas of improvement.

Qualifications

Required Knowledge, Skills, and Abilities:

  • In-depth understanding of U.S. and global import regulations as per 19 CFR, including HTS, CTPAT, and PGA requirements.
  • Experience with customs valuation, rules of origin determination, free trade agreements, and special trade programs (9801, Duty Drawback, Reconciliation, etc.).
  • Hands-on experience with Duty Drawback and Value Reconciliation programs and processes.
  • Excellent written and verbal communication skills, with ability to communicate effectively across all levels of the organization.
  • Familiarity with global trade management (GTM) systems (Oracle GTM, Descartes) is a plus.
  • Highly detail-oriented, analytical, and organized with a continuous improvement mindset.
  • Self-starter with ability to manage competing priorities in a fast-paced and dynamic trade environment.

Pay Range:

USD $57,300.00 - USD $95,500.00 Year

The level of this role will be based on applicable experience, education, and skills; most offers will be be between the minimum and the midpoint of the salary range listed.
Note: For other locations, pay ranges will vary by region
