RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California. ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world's premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission. Background Information: This position supports the Range Safety Office at the Atlantic Test Range (ATR) in Patuxent River, Maryland. ATR is the navy's East Coast open-air test range and provides test and evaluation services in support of real-time aircraft and weapon system testing as well as fleet training exercises. The Range Safety Office is responsible for real-time range safety operational support for test and training events supported by ATR. The mission of the Range Safety Office is to manage test and training event risk and prevent or reduce to acceptable limits incidents of injury or death to any personnel and/or damage or loss of test platforms, test systems, and equipment. Duties performed in support of ATR's Range Safety Office will include range safety planning and guidance, hazard analysis, documentation development, and real-time operational support. The Duties and Responsibility Requirements:
- Develops general hazard control procedures and delivers or updates range safety guidance documents
- Develops project-specific range safety planning documents in support of test or training programs on the range
- Develops and improves range safety risk management of unmanned air vehicle testing, separation testing, ballistic testing, and Directed Energy testing
- Provides support to the Range Safety Team during range events IAW Range Safety Policy, approved range safety guidance documents, and specific planning documents associated with this test or training event
- Provides technical support to the Range Safety Office to include hazard analysis/mitigation, methodology development, tool development, Directed Energy analysis, Probabilistic Risk Assessment support, Flight Safety System analysis/development/testing/certification and analysis of Unmanned Systems
- Qualifies as a Mission Range Safety Officer whose duties include, but are not limited to, the following:
- Acts as the Range Safety Representative for programs conducted on the Atlantic Test Range (ATR)
- Supports Range Safety analyses and evaluations, develops safety policies and procedures and grants Range Safety approval prior to projects being scheduled and tested
- Conducts comprehensive reviews of project test plans and procedures to determine hazards. Reviews technical documentation for test programs to assure comprehensive, systematic safety solutions commensurate with basic range safety philosophy
- Responsible for real-time range safety operational support for test missions conducted on Atlantic Test Ranges. Observes range safety procedures during test missions to evaluate compliance with current safety policy and directives
- Consults with project offices to acquire and retain up-to-date knowledge of their weapon systems in order to promote and maintain efficient working relations within the range safety functional area
- Supports technical efforts in safety studies or analysis efforts concerning projects being considered for test on the Atlantic Ranges
- Advises on the feasibility, suitability, and adaptability of various range safety support systems, ensuring that they are compliant with higher guidance and best practices
- Accomplishes preliminary planning and organization in coordination with a project team or with a technical or scientific organization. Determines the data required for the studies and the feasibility of testing the system at Patuxent River
- Develops methods to avoid safety-related delays in range operations, which may be costly and tend to impede programs of weapons systems development. Remains cognizant of the cost factors associated with range safety requirements.
- Recommends alternative approaches to problems to project managers, offering a selection of options relative to resources
Typical duties include:
- Reviewing and providing analyses that will enhance the operation of NAVAIR safety systems
- Developing documentation used as guidance for Research, Development, Test, and Evaluation (RDT&E), and range safety policy and practices
- Maintaining a current broad knowledge of Operations Risk Management, and specifically risk management of hazardous operations on test ranges
- Conducting range safety analyses and evaluation
- Reviewing test plans and other external documentation for potential range hazards, accuracy, and operational safety in accordance with current NAVAIR safety instructions and manuals
- Specifying operational requirements for flight safety systems used to ensure containment of hazards associated with testing of missiles or UAV test articles
- Testing and operating flight safety systems during flight test missions
- Developing requirements for other Range Safety Systems in support of RDT&E
- Creating and maintaining supporting engineering documents

- BS Degree in an engineering discipline from a school of engineering having at least one professional engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) (or in related disciplines such as physics, mathematics or computer science) is required
- A minimum of three (3) years of experience performing the stated or similar functions. At least two (2) years of work experience associated with engineering functions as related to development, test, or evaluation of instrumentation systems. Possess an academic and work experience background in such areas as preparation of technical and operational test plans, execution of sophisticated tests, certification of systems, logistic support planning, technical data review, and analytical interpretation of test results. Knowledge of computer systems, software, networks, and interfacing.
- Candidates must have demonstrated experience working independently and on teams producing completed staff work to include technical reports, analysis of test results, and compliance with delineated requirements
- Must have familiarity with range safety operating processes and requirements in a test and evaluation environment
- Must have broad technical/engineering knowledge
- Experience with Flight Termination Systems, electronics, unmanned systems, and weapons systems is strongly desired
- Must be computer literate and possess strong analytical skills
- Must possess strong communication skills, both verbal and written
- Military and Flight Test experience is desired, but not required
- Applicant must possess a valid driver's license
Clearance Requirements:
- Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
- Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance
Work Conditions: Most work performed in enclosed buildings at a desk or in data processing environments. Work will include sitting, standing, walking, lifting and reaching.
