Primary Function The Program Analyst III directly supports the Logistics Support Facility (LSF) Program Manager (PM) in fulfilling all LSF contractual obligations including cost, quality, and schedules for successful contract execution. Serve as the primary contact for the Customer in the LSF Program Manager's absence. Lead development and execution of task orders. Essential Duties * Performs in-depth qualitative and quantitative analyses with concentration in Budget/Risk Analysis, management of cost, schedule, and performance metrics. * Accomplishes report generation, interpretation and execution of milestone requirements, deliverables, and risk-identification and management techniques at the program level. * Plan, establish, and review contracts, programs, policies and procedures. * Research and resolve contract or subcontract issues. * Implement procurement strategies, negotiate with suppliers, and manage vendor relationships to ensure that the organization has the necessary resources to operate effectively. * Establish milestones and monitors adherence to master plans and schedules. * Manages procurement and disposition of project supplies, parts, and equipment. * Resolves contractual issues and ensure compliance with environmental, safety, and security requirements. * Develops and processes Contract Data Requirements list (CDRL) items for customer delivery. * Assist in developing and coordinating local operating policies and procedure approvals * Exhibit a thorough understanding of DoD FAR and DFARS. * Coordinates program activities and ensures all program / project phases are documented appropriately. * Leads task order proposal development and forwards to Program Manager for final approval before processing. * Develops and implements viable courses of action to successfully complete program requirements. * Pivotal in successfully completing all internal / external compliance / certification audits for AS9100/9110, and all DCMA compliance audits. * Participate in / lead continuous improvement activities. * Program Analyst III may be required to perform other related duties to meet the ongoing needs of the organization. Supervisory Responsibilities This position has the responsibility and authority to carry out assigned tasks. Desired Knowledge, Skills & Abilities * Ability to read and interpret technical documentation such as engineering drawings, operation and maintenance instructions, and procedure manuals. * Strong decision analysis and problem-solving skills. Ability to draw conclusions and justify decisions. Must be able to communicate issues to management. * Strong computer skills specifically using Microsoft Office Suite. Ability to learn additional computer skills or software programs. * Strong knowledge of Microsoft Project and able to develop /maintain a Program Integrated Master Schedule * Ability to enter data accurately into databases. * Ability to write routine reports and correspondence. * Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. * Must possess effective oral and technical written communication skills to clearly communicate information to others. * Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc. * Ability to develop new processes and follow existing processes. * Strong professional customer service skills, including active listening, prompt service and follow-up. * Ability to learn and understand corporate policies and procedures and how they relate to Yulista goals. * Ability to perform basic mathematical computations. * High degree of self-motivation and the ability to work independently. * Ability to multi-task. Required Qualifications * Bachelor's degree preferred or 5+ years of relevant Program/Project Management experience. * Experience with military standards and specifications preferred * Previous proposal technical writing and pricing proposal development experience * Experience working within an approved finance accounting system. * Highly proficient in the MS Office Suite, Microsoft Project, Excel, Access, Outlook, and Word * Must be able to obtain and maintain Government Security Clearance PREFERENCE STATEMENT Preference will be given to Calista shareholders and their descendants and to spouses of Calista shareholders, and to shareholders of other corporations created pursuant to the Alaska Native Claims Settlement Act, in accordance with Title 43 U.S. Code 1626(g).
