PRIMARY FUNCTION

The Pricing Analysts supports a diverse and cross functional team in the development of compliant, responsive and competitive proposals.

ESSENTIAL FUNCTIONS

  • Coordinate proposal pricing activities among various departments including Program Management, Contracts, Business Development and Purchasing.

  • Provide risk assessment of terms and conditions of potential contract award to ensure compatibility.

  • Analyzes risk assessment and present alternative pricing scenarios to mitigate potential loss / risks.

  • Price planning and contract proposals with current forward pricing rates.

  • Research various vendors / suppliers for products, materials, tools and equipment.

  • Maintains auditable files for proposals and cooperates with government audits and requests.

  • Ensures disclosure of cost and pricing data and with Truth in Negotiations Act (TINA).

  • Provide fact-finding and negotiations support to the Director of Finance.

  • Maintain current knowledge base of federal acquisition regulations and customer requirements.

  • Prepare reports by collecting, analyzing, and summarizing specialize and complex information and trends.

  • Ensure compliance with federal, state and other related pricing laws, regulations and guidelines to minimize legal and financial exposure.

  • The Pricing Analyst may be required to perform other related duties to meet the ongoing needs of the organization.

  • Evaluation of Request for Proposals (RFP) and/or Requests for Quotes (RFQ); determine functional inputs that will be required for successful proposal submittal and communicate those requirements to the team in a timely and effective manner.

  • Provide counsel and advice to proposal bid teams related to pricing strategy and other financial issues related to possible execution.

  • Generate and present pricing packages for internal and external management reviews and submissions to customers.

  • Research cost elements in order to assist Subject Matter Experts (SME) with proposal efforts.

  • Maintain Pricing Files including documenting proposal assumptions and sources of data used as basis of estimates.

  • Interact with corporate support offices related to various pricing issues such as insurance and taxes impacts.

  • Ensures compliance with internal policies and procedures, as well as FAR, DFAR, SBA, DOL, and other government regulations.

  • May assist Cost Volume lead in the timely development of compliant Cost Volumes.

  • Evaluation of Functional Inputs and assuring all requirements are proposed appropriately and are compliant with the Request for Proposal (RFP)

  • Provide counsel and advice to proposal bid teams related to pricing strategy and other financial issues related to possible execution.

  • Generating and presenting pricing packages for internal and external management reviews and submissions to customers.

  • Providing financial business case and risk assessment data to executive management.

  • Maintain Pricing Files including documenting proposal assumptions and sources of data used as basis of estimates.

  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Advanced computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.

  • Ability to enter data accurately into databases.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to write routine reports and correspondence.

  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc. Must represent the company in a professional manner at all times.

  • Must be trustworthy - will handle confidential information routinely.

  • Must possess effective oral and technical written communication skills to clearly communicate information to others.

  • Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.

  • Ability to follow a process.

  • Strong professional customer service skills, including active listening, prompt service and follow-up.

  • Analytical skills with the ability to evaluate data and consider decision impact across multiple areas.

  • Strong decision analysis and problem solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.

  • Ability to learn and understand corporate policies and procedures and how they relate to the company's goals.

  • Ability to perform basic mathematical computations.

  • High degree of self-motivation and the ability to work independently.

  • Ability to multi-task.

QUALIFICATIONS:

  • BA/BS Degree or commensurate experience and 3+ years of task related experience.
