The Position

East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this immediate temporary opening (up to 6 months) in the Information Systems Department. As a senior manager in the Information Systems Department (ISD), you will oversee our business and operational technology infrastructure - including networks, digital platforms, datacenter and cloud infrastructure, enterprise user support services, and innovation and transformation team. This important work will be accomplished while supporting the execution of our forward-thinking IT strategic plan.

Working closely with the Chief Information Officer, you will play a crucial role in shaping EBMUD's digital landscape, empowering our technical teams, and aligning IT initiatives with EBMUD's broader goals, including our Diversity, Equity, and Inclusion (DEI) initiatives. You will lead a team of over 30 professionals with 4 supervisors and their teams, which currently include the Network Infrastructure, Digital Workplace Solutions, Core Systems Infrastructure, and Client Services teams.

Typical responsibilities of the Manager of Enterprise Technology Services and Transformation position in the following areas will include:

Strategy and Vision

*Develop and implement IT strategy: Align technology initiatives with organizational goals, ensuring the IT department supports the company's long-term strategy and objectives.

*Lead digital transformation: Identify opportunities for innovation and process improvement, leveraging emerging technologies such as cloud computing, virtualization, and cybersecurity.

*Collaborate with stakeholders: Work with executive leadership and other departments to ensure that IT initiatives are well-coordinated and contribute to the overall business goals.

Networks

*Oversee network operations: Manage the architecture, deployment, and maintenance of enterprise-level networks (LAN, WAN, wireless, etc.) to ensure optimal performance and availability.

*Ensure cybersecurity: Implement security protocols, tools, and best practices to protect the network and digital infrastructure from threats, including intrusion detection systems, firewalls, and encryption technologies.

*Support disaster recovery & business continuity planning: Develop and maintain plans to ensure system resilience and data recovery in the event of a system outage or disaster.

Digital Infrastructure

*Manage cloud and on-premises infrastructure: Oversee the organization's digital infrastructure, whether on-premises or cloud-based (e.g., servers, databases, storage systems), to ensure reliability and scalability.

*Optimize infrastructure performance: Continuously evaluate the performance of the digital infrastructure and make improvements to increase efficiency, reduce downtime, and lower operational costs.

*Vendor management: Work with third-party vendors and service providers to ensure that hardware, software, and support services meet the organization's requirements and budget.

End User Computing

*Oversee end-user support services: Ensure that employees receive timely and effective technical support for issues related to hardware, software, networks, and mobile devices.

*Manage IT helpdesk teams: Lead and develop a customer-focused helpdesk team, ensuring that incidents and service requests are resolved promptly.

*Enable technology for users: Implement tools, training, and policies that empower end-users with the right technology to enhance productivity, collaboration, and security.

*Support digital accessibility efforts across EBMUD.

Digital Transformation and Modernization

*Develop and oversee the technology digital transformation and modernization strategy across EBMUD.

*Foster and cultivate a culture of innovation, a culture of change, and a culture of continuous process improvement.

*Lead technology modernization and digitization efforts.

*Develop deep data infrastructure and analytics capabilities and promote data-informed culture.

*Develop and support business process improvement efforts, tools, and platforms through various uses of artificial intelligence.

Team Leadership and Development

*Lead and mentor IT teams: Provide leadership, coaching, and development opportunities for team members across network, infrastructure, end-user, and digital transformation teams.

*Foster a collaborative culture: Build a culture of innovation, collaboration, and continuous improvement within the IT department, ensuring that the team is engaged and working towards common goals.

*Support resource and capacity planning: Plan for resource allocation, including staffing, budgeting, and ensuring that teams have the tools and resources they need to succeed.

IT Strategic Plan

*Support the execution of EBMUD's IT Strategic Plan.

*Oversee metrics and measurements related to milestones and progress of the IT Strategic Plan.

Administration

*Manage IT budgets: Oversee the budgeting process for IT projects, operations, and capital expenditures, ensuring that the department stays within budget while maximizing the value of IT investments.

*Optimize cost-efficiency: Continuously evaluate opportunities to reduce costs, whether through vendor negotiations, process improvements, or the adoption of new technologies like cloud services.

Support of Organizational Goals and Values

*Align with organizational goals: Ensure that IT services and solutions support the mission and strategic priorities of the organization, including environmental sustainability and operational efficiency. Provide leadership and management while modeling EBMUD leadership competencies and principles, such as the Leadership Practice Institute, and support organizational goals related to inclusive leadership and cultivate a great employee experience.

*Promote inclusion and belonging: Ensure that IT systems and solutions are inclusive, supporting the organization's Diversity, Equity, and Inclusion goals by enabling accessible technology for all employees. Ensure that ISD and IT operations division promotes a culture, workplace, and teams that are inclusive and foster a sense of belonging.

Other duties include:

*Collecting, compiling, and analyzing information and data in the preparation of reports, memoranda, presentations, and other documents.

*Collaborating with and learning from peer agencies.

*Assume management of another Information Services division when directed.

*Related duties, as assigned.

Requirements

Any combination of education and experience that has led to the acquisition of the knowledge, skills, and abilities as indicated above. Typical ways of acquiring these knowledge, skills, and abilities are: Completion of four years of college, resulting in graduation or its equivalent preferably with a major in information systems, computer science, or closely related and either:

1.Two years of EBMUD experience equivalent to Information Services Supervisor; OR

2.Five years of professional information technology experience which included at least two years of supervisory experience over staff and contract resources in one or more of the following IT functions as required by the position vacancy: business application development including systems analysis and computer programming; database administration; systems programming; network infrastructure installation, customization, and repair involving both data and voice communication systems.
