HDR is looking for a Senior Environmental Specialist with considerable National Environmental Policy Act (NEPA) experience in water resources to join our Environmental Science and Planning practice and Water Resource Management team. The candidate must have a strong background in federal environmental reviews and the plan formulation process for potential federal water resource projects, including navigation, coastal storm risk management, flood risk management, ecosystem restoration projects and familiarity with the Continuing Authorities Program. Similar experience in public and private infrastructure projects such as port facilities projects is a plus.

Ideal candidate provides a recognized reputation for professional accomplishment and is recognized as a leader in cultivating and delivering excellence in environmental strategies. Candidate should have direct experience in preparing and managing environmental studies, assessments and state and federal interagency coordination required for NEPA evaluations. Working knowledge and experience with Water Resource Development Act (WRDA) legislation, appropriations and funding for studies, projects, and research for improving waterways and coastal resources is highly desirable.

Position involves identifying market needs and client-focused solutions, networking and establishing client relationships, and developing leads and strategic thinking to elevate and expand our Environmental Science and Planning and Water Resource Management practices. Responsibilities will include supporting and leading projects, identifying client opportunities, supporting proposal efforts, and mentoring young professionals. Position will provide opportunities to extend environmental services across geographies and markets.

Candidates should demonstrate proficiency in overseeing and managing the preparation of EISs and EAs, and experience in directing the technical and administrative aspects of complex environmental studies; coordinating schedules; implementing quality program policies; and problem resolution to assure project completion on schedule and within budget.

Candidates should have demonstrated experience and ability to partner, collaborate and work with federal regulatory and resource management agencies, including the U.S. Fish and Wildlife Service, the National Marine Fisheries Service, the U.S. Environmental Protection Agency, and various state resource management agencies. Experience working with non-government organizations and tribal nations is a plus. Preferred qualifications also include ability to plan and oversee endangered species surveys/ consultations and coastal/ stream/ water resource assessments.

Experienced in formulating strategies, relationship building and reaching consensus with a broad variety of stakeholders on contentious topics is highly desirable.

Candidates should be proficient in preparing and providing executive level briefings, updates and summaries of key issues and strategies for resolution.

Excellent communication and presentation skills are a must.


In the role of Senior Environmental Specialist, we'll count on you to:



  • Serve as a senior NEPA practitioner as part of an interdisciplinary water resources planning team
  • Provide strategies for and oversee preparation of environmental impact statements (EIS), environmental assessments (EA), natural and cultural resource reports, and other environmental documents
  • Serve as a NEPA or Environmental task leader or project manager overseeing diverse teams of planners, scientists, engineers, and regulatory specialists in delivering solutions
  • Ability to evaluate alternatives to balance stakeholder differences for projects with regional and national significance
  • Manage and review environmental studies, including wetland and stream assessments, biological assessments, monitoring reports, mitigation plans and related documents
  • Assist in preparing for and participating in public information meetings and hearings
  • Task and/or project management, including preparing and managing scopes of work, budgets, schedules, and issue resolution
  • Accomplish work independently and through coordinating or supervising small to large technical and professional teams from local and regional offices
  • Support and mentor other environmental professionals and project managers across market sectors and disciplines in completing required studies, documents, and assessments
  • Support marketing needs, including client development and strategies to expand our environmental and water resource management practices
  • Perform our duties as needed.


Preferred Qualifications

  • Minimum 20 years of experience in environmental work
  • Demonstrated knowledge of the NEPA process
  • Demonstrated knowledge of U.S. Army Corps of Engineers NEPA guidelines for water resources planning projects
  • Direct experience working at or with U.S. Army Corps of Engineers HQ and multiple districts, particularly in the Southwest and adjacent divisions
  • Direct knowledge and experience with WRDA legislation, appropriations, and funding
  • Experience managing large, complex EIS documents for water resources, large facility, land management, or other infrastructure projects
  • Technical expertise in the design, implementation, interpretation and presentation of data for environmental studies and investigations in specialized discipline
  • Staff management and training experience beneficial

Required Qualifications
  • Bachelor's degree in Environmental Science or closely related field
  • A minimum of 10 years technical and/or field experience in complex environmental planning projects
  • Proficiency with MS Office Suite
  • Self-starter with excellent writing and communication skills
  • Strong conceptual, organizational, problem-solving and research abilities
  • Technical and/or field experience dealing with environmental impact issues, associated permit processes and documentation preparation/review
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
