General Description
The Environmental Program Manager with the Port Everglades Seaport Engineering and Construction Division is responsible for advanced professional and administrative work focused on coordinating, implementing, and monitoring environmental protection initiatives. This role requires the application of expert-level knowledge to ensure compliance with complex environmental regulations at the federal, state, and local levels. The incumbent evaluates potential environmental risks and threats to natural resources within Port Everglades' jurisdiction and the surrounding land and waterways, and leads technical staff in the execution of environmental policies and procedures. Work is assigned through written directives and verbal instructions, and is carried out with a high degree of independent judgment and initiative. Performance is evaluated periodically through meetings, project outcomes, and written reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, biology, chemistry, geology, engineering or field relevant to area of assignment.

Requires four (4) years in managing environmental monitoring, regulation and compliance programs related to area of assignment; including two (2) years of supervisory experience.

Special Certifications and Licenses Required
* Ability to secure and maintain a valid Florida Driver's License at the time of appointment and for the duration of employment.
* Ability to secure and maintain a Transportation Worker Identification card (TWIC) within 60 days of employment and for the duration of employment (if required).
* Ability to secure and maintain a valid Seaport Business Purpose Credential for the duration of employment.

Preferences

  • Master's in environmental engineering, environmental sciences, biology, chemistry, geology or closely related field.
  • PhD Master's in environmental engineering, environmental sciences, biology, chemistry, geology or closely related field.
  • Four years of experience with obtaining regulatory environmental permits (i.e. bulkhead construction), monitoring projects and/or developing mitigation programs
  • OSHA-30 Hour Certification
  • State of Florida Certified Pollutant Storage System Contractor (PSSC)
  • Florida Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI)
  • Registration as a State of Florida Professional Geologist
  • Registration as a State of Florida Professional Engineer
  • Two years experience applying for, managing, and administering state and federal grants.
  • US Department of Homeland Security FEMA/USCG Incident Command System Certifications

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists the Port Everglades Seaport Engineering and Construction Division with environmental protection and regulatory compliance.

Develops and implements Port Everglades' environmental policies and procedures.

Supervises environmental protection efforts within Port Everglades' jurisdiction and surrounding land and waterways.

Reviews environmental aspects of tenant leaseholds, including permits and compliance with lease and franchise agreements.

Reviews franchise applications for environmental responsibility in accordance with the Broward Administrative Code.

Prepares environmental permit applications and monitors associated projects for regulatory compliance.

Designs and implements mitigation programs to address environmental impacts.

Develops and carries out recommendations from master plans, GIS analyses, environmental studies, and long-range planning efforts.

Conducts studies and oversees consultants performing work related to groundwater monitoring, hazardous materials, surface water, investigations, site assessments, air quality, noise monitoring, and water quality compliance.

Manages investigations and compliance efforts for contamination and pollution issues.

Oversees contingency planning and response for oil spills and other environmental emergencies.

Respond to and follow up on spills reported by tenants, customers or observed on-site.

Confers with County officials, contractors, vendors, civic leaders, and members of the public on environmental matters.

Represents Port Everglades at public meetings, professional conferences, and community outreach events.

Leads environmental stewardship initiatives aligned with agency priorities, including certification programs such as Green Marine.

Applies for, administers, and manages environmental grants and related studies (e.g., feasibility studies, reimbursement proposals).- - Assists in the development and implementation of division-wide goals, policies, and procedures.

Supervises, trains, and supports the professional development of assigned staff.

Maintains availability via County-issued cell phone to respond to environmental emergencies.

Performs other related duties as required.
