Building Code Technician

As the Building Code Permit Technician, you will ensure the Airports Authority's construction projects are compliant with the Virginia Uniform Statewide Building Code (USBC) and meet safety standards. You will manage the processing, review, and tracking of permit applications, maintain accurate records, and serve as a liaison between applicants, contractors, and regulatory agencies. This role supports efficient, compliant permitting by providing technical guidance and coordinating the timely issuance of construction-related permits. This role contributes to the efficient oversight of construction permitting at both Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

Serves in the Building Codes Department, within the Office of Engineering, for the Metropolitan Washington Airports Authority (Airports Authority).

GENERAL RESPONSIBILITIES

Reviews applications for Airport Work Permit and Construction Permit requirements to ensure completeness and compliance with established application checklist and regulatory requirements.

Assigns permit-related tasks to appropriate department personnel and ensures timely follow-up and completion.

Establishes, maintains, archives, and updates permit files. Manages a reporting and recording system of applications, permits issued, inspection reports, notices and orders, waivers and modifications, and Certificates of Occupancy.

Conducts plan review for minor permit applications, determines applicable code requirements, evaluates revised submittals, and makes recommendations for permit approval.

Communicates with permit applicants, contractors, and the Airports Authority partners regarding the permit application process, review comments, and permit status.

Monitors and tracks the status of open permits (projects that have not been closed out) by inputting information into a database to catalog and track all construction permits and workflow assignments. Tracks status of new permit applications via SharePoint/spreadsheet tracking software.

Maintains elevator and escalator records/certificates for both Airports.

Records and manages documentation for Special Inspections, submittals, reports, and close-out letters associated with construction projects.

Attends internal and external meetings as necessary to support coordination and oversight of permit processes.

Performs occasional site visits to verify that construction activities align with approved plans and regulatory requirements.

Serves as a liaison with the Virginia Department of Housing and Community Development (VDHCD) to ensure compliance and coordination on relevant issues.

Maintains and updates the Airports Authority Building Codes Manual as needed to reflect current codes, standards, and internal procedures

Orders office supplies such as code books, safety equipment, clothing, and general supplies.

Performs other duties as assigned.

QUALIFICATIONS

Three years of experience in reviewing construction plans and specifications or in building code administration.

Knowledge of construction industry standards and practices sufficient to understand and review construction drawings and submittals.

Ability to review and evaluate permit applications, plans, and related documentation for completeness and code compliance.

Ability to conduct minor plan reviews and site visits to assess construction compliance with approved permits.

Ability to speak and write effectively.

Skill in using a computer and office suite software.

PREFERRED QUALIFICATIONS

Experience reading and interpreting construction plans, blueprints, and technical specifications.

Knowledge of applicable building codes, permitting processes, or related regulatory standards.

Experience providing customer service to the public in an office or administrative setting.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

May be exposed to adverse weather conditions and dust/dirt when visiting field work sites, and wears personal protective equipment, as needed.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service and other factors.

A background security investigation will be required for all new hires.
