Departmental Overview

The ISSA Administrative cluster is a complex, multi-faceted academic unit supporting the Departments of Italian Studies, Scandinavian, and Slavic Languages and Literatures, the Department of Philosophy, and the Program in Celtic Studies. The cluster supports about 35 active senate faculty members, 25 Unit non-senate faculty, 10-12 annual visiting scholars, 100 graduate students, and ~150 majors in its respective programs.

Position Summary

The AP Analyst is responsible for the general Human Resources operations of all academic personnel matters, including but not limited to tenure reviews, merit and promotion reviews, recalls, recruitment, and retention agreements. The incumbent researches, analyzes and deploys University, College, and departmental academic personnel policies and procedures, provides department chairs, faculty, and the manager with interpretation of academic policies and procedures affecting academic personnel actions and administration. The role requires strong analytical skills, discretion, good judgment, professionalism, and responsiveness.

Responsibilities

  • Manages departmental academic review processes for Senate and non-Senate faculty, working with department chairs and manager to submit timely and accurate requests and recommendations.
  • Interprets and applies UC policies, campus procedures and collective bargaining agreements to academic personnel.
  • Responsible for the submission and review of personnel actions.
  • Review and recommend decisions on academic personnel actions in the areas of recruitment, appointment, non-reappointment, layoff, advancement, compensation, benefits, leaves, misconduct, and other areas as identified.
  • Coordinates the academic recruitment process, including drafting of search plans, job ad placement, and screening applications.
  • Works with search committees to support full academic recruitment process, including search reports and appointment case preparation.
  • Provides strategic advice and counsel to department chairs and manager, staying aware of current system-wide, campus, and divisional policies, collective bargaining agreements, academic personnel procedures and practices.
  • Applies academic personnel policy, monitoring and determining eligibility for advancement, communicating and advise unit leadership and appointees on case preparation requirements, and reviewing actions to ensure completeness, accuracy and compliance with policy.
  • Works to resolve discrepancies and ensure timely follow-up on requests for additional information and/or resubmission.
  • Counsels Senate and non-Senate faculty and other academic staff concerning moderate to complex work-related problems.
  • Works directly with faculty to prepare review materials, leave requests, and other academic personnel-related documentation.
  • Maintains confidentiality and exercises discretion in dealing with controversial or sensitive topics.
  • Analyzes and interprets guidelines and policies to provide advice and counsel to department chairs, manager, and individual faculty on issues such as work eligibility and visa procurement (usually J-1, H-1B, and PR petitions), as well as benefits considerations.
  • Facilitate visa procurement. Identify issues relating to visa eligibility and work with relevant campus units to resolve moderate to complex visa-related issues.

Required Qualifications

  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.
  • Ability to communicate effectively with variety of audiences.
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications

  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Thorough knowledge of and/or can quickly learn organization and college goals, priorities and values and the legal and human implications of decisions.
  • Thorough knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary range that the University reasonably expects to pay for this position is $82,200.00 - $102,000.00.

  • This is a full-time (40 hours/week), career position that is eligible for UC Benefits.
  • This is an exempt monthly-paid position.
